Minister of Finance Visits Luang Prabang Hydropower Construction Site

(KPL) Last weekend, Minister of Finance Santiphab Phomvihane, along with provincial leaders of Luang Prabang, visited the construction site of the Luang Prabang Hydropower Project to monitor the progress of the construction.

The Luang Prabang Hydropower Project is a sustainable hydropower development initiative, drawing lessons from the development of the Xayaburi Hydropower Project. With an estimated construction cost of approximately USD 5 billion, the project has undergone fish passage analysis for conservation, as well as surveys and designs tailored to the area.

It ensures no impact on the Luang Prabang World Heritage Site, avoids significant environmental and social impacts, and maintains a water level not exceeding 310 meters above sea level, equivalent to the water level during the rainy season.

The project also facilitates the navigation of 500-ton cargo boats and passenger vessels, with a transit time of about 40 minutes, and is designed to withstand seismic activity at a certain level.

Currently, the project is progressing according to plan, particularly the construction of the dam structure. The foundation of the dam is also under construction. Once completed, the water flow will be diverted to continue construction on the other side.

The project is expected to be completed within five years, two years shorter than the Xayaburi Hydropower Project, and is projected to begin electricity generation around 2027. 

During the visit, representatives from the Ministry of Finance and Luang Prabang Province raised specific issues for discussion with relevant stakeholders and project developers. They sought solutions to address lingering challenges and ensure the project's completion according to schedule. On this occasion, Mr. Santiphab Phomvihane emphasized the need for project developers to research issues affecting sustainability and the livelihoods of Luang Prabang residents. Specifically, he highlighted the importance of improving the Mekong River's natural algae resources within the project area for consumption and commercial production of algae products.

In addition to inspecting the Luang Prabang Hydropower Project, the Minister of Finance and his delegation also reviewed the development of the revenue collection system at tourist attractions of Luang Prabang Province.
