The Russian government has donated 110 tonnes of food, including 75 tonnes of canned fish and 35 tonnes of vegetable oil, to support communities affected by flooding in Namtha and Na Lae districts of Luang Namtha Province.
The assistance was delivered through the World Food Programme (WFP) and handed over at the Luang Namtha Provincial Administration Office on October 20, 2026.
The ceremony was attended by Deputy Minister of Labour and Social Welfare Khamxay Xiayingyang, Luang Namtha Deputy Governor and Deputy Secretary of the Provincial Party Committee Onchan Khamphavong, Russian Ambassador to Laos Sergei Zhestkii, and WFP Country Director Marc-Andre Prost, along with other officials.
Khamxay said tropical cyclones and the southwest monsoon caused flooding across Laos from July to September 2026, affecting 14 provinces, 99 districts, 1,480 villages and 71,797 families. The floods claimed 22 lives and caused estimated damage exceeding 9.141 billion kip.
He said the Lao government had worked with development partners, including WFP, to provide food and nutritional assistance in three provinces. Flood-affected communities in Luang Namtha received food aid, while those in Savannakhet and Sekong received cash assistance with support from the Russian and Japanese governments.
Khamxay expressed gratitude to the Russian government, WFP and Luang Namtha provincial authorities for their cooperation in delivering assistance to affected communities.
