Khamphan Phommathat Appointed Minister of Justice

KPL Mr. Khamphan Phommathat, a member of the Political Bureau of the Central Committee of the Lao People's Revolutionary Party, has been officially appointed as Secretary of the Party Committee and Minister of the Ministry of Justice of Laos.

(KPL) Mr. Khamphan Phommathat, a member of the Political Bureau of the Central Committee of the Lao People's Revolutionary Party, has been officially appointed as Secretary of the Party Committee and Minister of the Ministry of Justice of Laos.

The handover ceremony between the outgoing and incoming ministers was held on March 10 at the Ministry of Justice in Vientiane. The event was attended by General Vilay Lakhamfong, member of the Political Bureau, Standing Member of the Party Central Committee Secretariat and Deputy Prime Minister, along with ministry leaders and relevant officials.

On the occasion, the outgoing minister, Mr. Phaivy Siboualipha, who has been reassigned to the People’s Supreme Court of Laos, presented a report on the ministry’s achievements in recent years.

The Ministry of Justice currently consists of 11 departments and units and oversees 148 district justice offices across 17 provinces nationwide. The justice sector has 2,303 civil servants, including 873 women, with 675 officials working at the ministry’s headquarters.

Over the past five years, the ministry has developed and amended five laws under its direct responsibility, coordinated the review of 87 draft laws, contributed to the 2025 amendment of the Constitution, and reviewed eight royal ordinances and 104 decrees. It has also provided legal opinions on 56 government contracts, including investment and loan agreements.

During the ceremony, Mr. Vienthong Singhaphan, Head of the Organization Department of the Party Central Committee, announced the official decisions appointing Mr. Khamphan Phommathat as Minister of Justice and transferring Mr. Phaivy Siboualipha to a new position at the People’s Supreme Court.

In his remarks, Deputy Prime Minister General Vilay Lakhamfong called on the new leadership and ministry staff to maintain strong unity, uphold transparency and professional integrity, and effectively carry out their political responsibilities in line with the Party’s leadership.
