At the meeting, Xaysomphone Phomvihane welcomed the Vietnamese Party leader and congratulated him on his re-election as General Secretary of the Communist Party of Vietnam. He noted that the visit, the first overseas trip undertaken by To Lam since his re-election, and the first high-level foreign delegation received by Laos in 2026, reflects the consistent priority both Parties and States place on strengthening the great friendship, special solidarity and comprehensive cooperation between the two countries.

The two leaders reviewed the positive socio-economic developments in their respective countries and welcomed the successful outcomes of the 12th National Congress of the Lao People’s Revolutionary Party and the 14th National Congress of the Communist Party of Vietnam, which have provided an important political foundation for advancing bilateral relations in the new period.

They expressed satisfaction with the close cooperation between the National Assembly of the Lao PDR and the National Assembly of Vietnam, particularly the publication of “50 Years of Relations between the National Assembly of Laos and the National Assembly of Vietnam: Comprehensive Cooperation and Development,” which reflects the steady growth of legislative cooperation between the two sides.

Xaysomphone Phomvihane briefed To Lam on the results of his recent meeting with Tran Thanh Man, Chairman of the National Assembly of Vietnam. Both sides agreed to continue promoting high-level exchanges, delegation visits and joint activities to share legislative experience and further enhance cooperation between the two National Assemblies.

The Lao leader expressed appreciation for the consistent support provided by the Party, State and people of Vietnam to Laos throughout various stages of its national development.

He also informed the Vietnamese leader of Laos’ preparations for the election of deputies to the 10th National Assembly and the 5th Provincial People’s Councils, scheduled for February 22, 2026.

For his part, To Lam thanked the Lao leadership for the warm reception and reaffirmed Vietnam’s commitment to further strengthening parliamentary coordination. He emphasised the role of the National Assemblies in monitoring and promoting the effective implementation of bilateral agreements, treaties and cooperation projects, and highlighted the importance of enhancing economic, trade and investment cooperation in line with the high level of political relations between the two countries.
