9th National Congress of Lao Trade Unions Opens to Set Future Directions for Workers’ Development

KPL The 9th National Congress of Lao Workers’ Representatives officially opened on October 27, 2025, at the National Convention Hall. The event was presided over by Mr. Led Saiyaphon, Member of the Party Central Committee and President of the Central Executive Committee of the Federation of Lao Trade Unions (FLTU).

 

(KPL) The 9th National Congress of Lao Workers’ Representatives officially opened on October 27, 2025, at the National Convention Hall. The event was presided over by Mr. Led Saiyaphon, Member of the Party Central Committee and President of the Central Executive Committee of the Federation of Lao Trade Unions (FLTU).

The opening ceremony was also attended by Mr. Sinlavong Khoutphaythoune, Member of the Party Central Political Bureau and President of the Lao Front for National Construction, along with members of the FLTU Executive Committee, presidents of trade union federations from ministries, organizations, Vientiane Capital, and provinces. A total of 389 delegates, including 91 female representatives, attended the congress, representing trade union members nationwide.

Mr. Led Saiyaphon stated that the 9th National Congress, held under the theme “Enhancing Leadership of Trade Union Work, Protecting the Legitimate Rights and Interests of the Working Class, and Developing a Comprehensively Strong Labor Force in Connection with Building an Independent and Self-Reliant Economy in the New Era,” aims to discuss and decide on key matters concerning the future direction of the Federation.

The congress will review, evaluate, and approve the political report on the implementation of the 8th Congress resolutions and set forth directions and plans for the next five years (2026–2030). Delegates will also assess the implementation of the 4th Five-Year Trade Union Work Development Plan, consisting of nine programs and 51 projects, and determine the 5th Five-Year Development Plan for trade union work.

In addition, the meeting will study and approve draft amendments to the FLTU regulations for the 9th term, revisions to the motto and five commitments of ownership of the Federation, and the collective leadership evaluation report of the FLTU Executive Committee for the 8th term. The congress will also hear feedback and proposals from trade union federations of ministries, organizations, provinces, and partner entities regarding the performance of trade union work in recent years.

Furthermore, the congress will elect the FLTU Central Executive Committee for the 9th term, which will lead the implementation of the congress resolutions toward achieving the set objectives. The draft resolution of the 9th National Congress of the Federation of Lao Trade Unions will also be reviewed and adopted.
