21st Lao–China Joint Border Committee Meeting Held in Beijing

KPL The 21st Meeting of the Lao–China Joint Border Committee was held from April 21–24, 2026, in Beijing. The Lao delegation was led by Mr. Anousine Khattiyalath, Head of the National Border Committee Office under the Ministry of Foreign Affairs of Laos, while the Chinese delegation was headed by Mr. Zhang Yishi, Counselor of the Department of Boundary and Ocean Affairs of the Ministry of Foreign Affairs of China. Representatives from relevant central sectors and border provinces of both countries also attended.

(KPL) The 21st Meeting of the Lao–China Joint Border Committee was held from April 21–24, 2026, in Beijing. The Lao delegation was led by Mr. Anousine Khattiyalath, Head of the National Border Committee Office under the Ministry of Foreign Affairs of Laos, while the Chinese delegation was headed by Mr. Zhang Yishi, Counselor of the Department of Boundary and Ocean Affairs of the Ministry of Foreign Affairs of China. Representatives from relevant central sectors and border provinces of both countries also attended.

The meeting took place in a positive atmosphere as both nations mark the 2026 Year of Solidarity and the 65th anniversary of diplomatic relations.

Review of Border Management

Participants reviewed the implementation of the minutes of the 20th meeting and the 2011 agreements on border management and checkpoints. Both sides noted that border areas have remained peaceful and orderly over the past year. Cooperation continues to be guided by the “Four Goods” spirit of good neighbors, good friends, good comrades, and good partners.

Both parties agreed to enhance public awareness among border communities and strengthen coordination through regular joint patrols and practical cooperation mechanisms.

Combating Transnational Crime

The two sides reaffirmed their commitment to preventing and addressing transnational crimes. Priority areas include illegal immigration, disguised marriages, human trafficking, drug smuggling, contraband trade, cybercrime, and illicit arms trafficking.

Infrastructure and Connectivity

To promote economic cooperation and facilitate cross-border exchanges, both sides agreed to further develop border infrastructure and improve customs clearance efficiency. They also endorsed the survey and demarcation results for the 12-lane road at the Boten-Mohan International Checkpoint.

Progress on Single Stop Inspection

On the sidelines of the meeting, Mr. Anousine Khattiyalath met with Mr. Zhao Lijian, Deputy Director-General of the Department of Boundary and Ocean Affairs of China. The two sides discussed procedures to finalize and implement the “Single Window, Single Stop” inspection mechanism at the Boten-Mohan crossing, with the aim of launching the system in the near future to facilitate faster trade and travel between the two countries.

The meeting reaffirmed the strong cooperation between Laos and China in maintaining border stability, promoting development, and enhancing bilateral relations.
