(KPL) A handover ceremony for the position of Secretary of the Khammouane Provincial Party Committee was held on January 22, 2026, at the Provincial Hall.

The handover was conducted between Mr. Vansay Phongsavan, outgoing Secretary and Member of the Party Central Committee Political Bureau, and Mr. Xaysana Khotphouthone, incoming Secretary and Member of the Party Central Committee.

The ceremony was presided over by General Vilay Lakhamfong, Member of the Party Central Committee Political Bureau, Standing Member of the Party Central Committee Secretariat, Deputy Prime Minister, and Minister of Public Security, together with relevant officials.

During the ceremony, Mr. Souliya Phommisith, Head of the Personnel Management Department of the Party Central Committee Organization Board, read the official Party decrees.

An Order of the Party Central Committee Political Bureau dated January 3, 2026, announced the transfer of Mr. Vansay Phongsavan from his position as Secretary of the Khammouane Provincial Party Committee to a new assignment at the Central Party Inspection Committee.

A Resolution of the Party Central Committee Secretariat dated January 16, 2026, officially appointed Mr. Xaysana Khotphouthone as Secretary of the Khammouane Provincial Party Committee.

In his remarks, General Vilay Lakhamfong praised the leadership of the provincial Party Committee for its achievements and emphasized that leadership transfers and appointments are a regular process to strengthen the Party’s organizational structure in line with Party and State requirements.

He urged the outgoing and incoming leaders to uphold political responsibility, strictly adhere to Party policies, the Constitution and laws, strengthen internal unity, and promote socio-economic development while maintaining security and social order.

Following the ceremony, General Vilay Lakhamfong inspected the progress of the Mekong River riverbank erosion protection project in Khammouane Province.
