Transforming ASEAN Agriculture

KPL ASEAN Member States, in collaboration with key international partners, have officially released the ASEAN Guidelines for Agroecology Transitions. Led by the Lao PDR Department of Agricultural Land Management (DALaM), under the Lao-facilitated Initiative on Agroecology for ASEAN (LICA), these guidelines were prepared by the French Agricultural Research Centre for International Development (CIRAD), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), and the Food and Agriculture Organization of the United Nations (FAO) in close collaboration with the ASEAN Secretariat through the Food, Agriculture and Forestry Division.

(KPL) ASEAN Member States, in collaboration with key international partners, have officially released the ASEAN Guidelines for Agroecology Transitions. Led by the Lao PDR Department of Agricultural Land Management (DALaM), under the Lao-facilitated Initiative on Agroecology for ASEAN (LICA), these guidelines were prepared by the French Agricultural Research Centre for International Development (CIRAD), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), and the Food and Agriculture Organization of the United Nations (FAO) in close collaboration with the ASEAN Secretariat through the Food, Agriculture and Forestry Division.

This effort, which built on a comprehensive multistakeholder process, was supported by the Agence Française de Développement (AFD), under the Agroecology and Safe Food System Transitions (ASSET) project led by GRET and CIRAD and co-funded by the European Union and the Fonds Français pour l’Environnement Mondial (FFEM).

Endorsed at the 45th ASEAN Agriculture and Forestry Senior Officials Meeting (SOM-AMAF) in Malaysia and adopted during the 46th ASEAN Ministers on Agriculture and Forestry (AMAF) Meeting, these guidelines mark a major step in ASEAN’s commitment to sustainable, resilient, and equitable food systems.

The guidelines offer a roadmap to help ASEAN countries strengthen agroecology as a transformative approach to sustainable agriculture and food systems, tackling key challenges such as food and livelihood security, environmental degradation, and climate change. They focus on seven main levers:

● Strategic planning,

● Farmer engagement,

● Sustainable value chains,

● Knowledge sharing,

● Multi-stakeholder collaboration,

● Research and innovation,

● Financing solutions.

This initiative aligns with ASEAN’s broader sustainable development goals and regional strategies, including the ASEAN Vision 2025, the ASEAN Rural Development Master Plan (2022–2026), and international commitments like the Sustainable Development Goals (SDGs) and the Paris Agreement.

The guidelines were referenced in the Action Plan for Sustainable Agriculture in ASEAN for implementation in 2025-2030 and will further inform ASEAN’s post-2025 Vision and Sectoral Plan for Food, Agriculture and Forestry, 2026-2030. To support learning and cooperation, a digital media hub will provide continuous access to resources and collaboration opportunities.
