Laos and Norway Strengthen Bilateral Cooperation

KPL On October 19, 2024, Mr. Sanya Prasert, Chairman of the Foreign Affairs Committee of the Lao National Assembly, met with Mr. Aslaug Sem-Jacobsen, a member of the Norwegian Parliament, during the 45th ASEAN Inter-Parliamentary Assembly (AIPA) session hosted by Laos.

(KPL) On October 19, 2024, Mr. Sanya Prasert, Chairman of the Foreign Affairs Committee of the Lao National Assembly, met with Mr. Aslaug Sem-Jacobsen, a member of the Norwegian Parliament, during the 45th ASEAN Inter-Parliamentary Assembly (AIPA) session hosted by Laos.

Mr. Sanya welcomed Mr. Sem-Jacobsen and his delegation, highlighting the significance of their visit in enhancing friendship and cooperation between Laos and Norway, particularly between their legislative bodies. He acknowledged the steady growth of bilateral relations since the establishment of diplomatic ties on November 12, 1991. Over the past 33 years, cooperation has expanded in areas such as trade, investment in industry and handicrafts, and the hydropower sector.

Although trade between Laos and Norway remains limited compared to other countries, key Lao exports to Norway include clothing and leather shoes. In turn, Laos imports mechanical equipment, electrical appliances, and other goods from Norway.

Norway has also provided crucial support to Laos through various initiatives. These include assistance in clearing unexploded ordnance (UXO), promoting electric power development, managing natural resources, and strengthening the private sector during the country's economic transition. Norway’s support has also been vital in the social sector, particularly in basic education and healthcare.

A key focus of Norway's contributions aligns with Laos’ efforts to achieve the Millennium Development Goals (MDGs) and graduate from its status as a Least Developed Country (LDC) by 2026.

Mr. Sanya informed the Norwegian delegation that Laos is currently revising its 2015 Constitution, with the updated version expected to be reviewed and adopted during the 9th Ordinary Session of the National Assembly in early 2025.

Looking to the future, Mr. Sanya proposed expanding cooperation between the legislative bodies of both countries. He suggested regular exchanges of high-level delegations, parliamentary commissions, secretaries, and friendship groups. He also urged both governments to prioritize the effective implementation of bilateral agreements and continue supporting each other in regional and international parliamentary forums.

Mr. Sanya expressed his gratitude to the Norwegian government and people for their ongoing support, provided through agencies such as NORAD, the United Nations Development Programme (UNDP), non-governmental organizations (NGOs), and other partners.
