A Memorandum of Understanding (MOU) has been signed for the feasibility study, survey, design, construction and maintenance of a 75.212-kilometre section of National Road 13 South from Km 35 to the Xebangnouan Bridge at the Saravane provincial border in Savannakhet Province.
(KPL) The MOU signing ceremony took place on September 16, 2026, in Savannakhet Province, in the presence of Mr. Khamphui Sibounheuang, Vice Chairman of the Savannakhet Provincial Administration, and relevant officials.
The agreement was signed by Mr. Khamphong Somvichit, Director of the Savannakhet Provincial Department of Public Works and Transport; Mr. Leninnakhone Rajasak, Head of the Office of the Investment Promotion and Management Committee; and Mrs. Somprasong Ouanvilay, Director of Attapeu Construction Engineering Sole Co., Ltd.
According to the Savannakhet Provincial Department of Public Works and Transport, National Road 13 South through the province stretches 157 kilometres, from Km 384 at the Xebangfai Bridge on the Khammouane border to Km 541 at the Xebangnouan Bridge on the Saravane border.
The project is being implemented under the government’s policy to upgrade national highways, pursuant to National Assembly Resolution No. 165/NA, dated June 26, 2025, and Government Resolution No. 10/Gov, dated September 1, 2025.
Under the development framework, the private developer will finance the feasibility study, survey and design, carry out construction over three years and maintain the road for seven years under a 10-year contract.
The government will implement a digital toll collection system for heavy vehicles weighing 12 tonnes or more, with toll revenues used to reimburse the developer over the contract period, subject to the feasibility study.
The first 81.788-kilometre section, from Km 384 to Km 465+788 (Xebangfai Bridge to Km 35), has already undergone survey, design and feasibility studies by Chaleunsai Construction Co., Ltd., which is preparing to sign the construction contract.
The newly signed MOU covers the remaining 75.212-kilometre section, from Km 465+788 to Km 541, in accordance with Ministry of Public Works and Transport Notice No. 24370/MPWT, dated October 10, 2025.
The project is expected to improve road conditions, strengthen transport safety and capacity, and support trade, freight movement and socio-economic development along the southern transport corridor.
