The Ministry of Education and Sports (MoES), with support from the Australian Government through the Basic Education Quality and Access in the Lao PDR (BEQUAL) programme, has begun developing a new Teacher Development Video (TDV 29) aimed at strengthening inclusive education in schools.

The video will complement the newly developed Teacher Support Pack (TSP 14) entitled Supporting Students with Disability in the Classroom. At the heart of TSP 14 is the Child Functioning Module – Teacher Version (CFM-TV), a practical tool designed to help teachers identify potential difficulties related to attention, communication, memory, mobility, vision, or hearing.

The upcoming TDV 29 will focus on observable classroom behaviours that may indicate learning or functional difficulties in students, while also guiding teachers on how to complete the CFM-TV accurately and effectively.

The scriptwriting workshop brought together experts from the Research Institute of Educational Sciences (RIES), Teacher Training Colleges (TTCs), the Department of Teacher Education (DTE), the Inclusive Education Promotion Centre (IEPC), and the BEQUAL communications team.

Opening the workshop, Ms. Manoly Dongvan, Deputy Director of RIES, said every child has the right to education regardless of ability, but noted that without adapted teaching approaches, children with disabilities risk being excluded or dropping out. She emphasised that the new Teacher Support Pack is designed to help teachers better recognise and respond to diverse learning needs.

Mr. Michael Currie, First Secretary at the Australian Embassy, said many children in Laos have unidentified learning support needs affecting hearing, vision, movement, and learning, which can limit school participation. He added that Australia is proud to support MoES in providing practical tools to help teachers ensure all learners can succeed.
BEQUAL will distribute TSP 14 and TDV 29 ahead of the 2026–2027 academic year in 30 target districts, with pilot implementation planned in 18 schools in Xiengkhouang province.
