(KPL) A signing ceremony for a technical cooperation agreement on the development of an approval and monitoring system for agricultural import and export was held on the evening of January 14, 2026, in Vientiane Capital.

The agreement was signed between the Ministry of Agriculture and Environment, represented by the Department of Planning and Cooperation, and AIDC Tech Sole Co., Ltd. The signing was carried out by Boundet Soutthavylai, Head of the Department of Planning and Cooperation, and Phutsapha Phoummasak, President of AIDC Tech Sole Co., Ltd.

The signing ceremony was witnessed by Somoula Yaphichit, Deputy Head of the Office of the Ministry of Agriculture and Environment; Bounchanh Kombounyasith, Head of the Department of Cultivation; Bouahong Khamha, Head of the Department of Livestock and Fisheries; Chanon Chamnandesakun, Business Development Director; and Bounkong Saleumvong, Manager, along with other relevant officials. The event was honored by the presence of Linkham Duangsavanh, Minister of Agriculture and Environment, as well as heads and deputy heads of relevant departments.

The purpose of the agreement is to develop a modern and integrated approval and monitoring system for agricultural import and export, which will serve as a central platform to enhance data connectivity and facilitate trade. The system will cover key activities, including imports, transit exports, imports for re-export, and domestic distribution of agricultural products.

The system architecture will be organized into multiple functional layers, including the issuance of electronic phytosanitary (E-Phyto) and electronic veterinary (E-Vet) certificates to support trade facilitation; quality inspection and product traceability systems; and data analysis and revenue management systems.

In addition, the system is expected to support revenue generation for the Ministry of Agriculture and Environment through various service fees, such as online service fees, express service fees, product tracking fees, and penalty fees. All revenue generated will be managed in a systematic, transparent, and accountable manner through the Agricultural Development Fund.

The development of this system is expected to contribute to improving efficiency, transparency, and regulatory oversight in agricultural trade, while supporting national efforts to modernize public services and promote sustainable agricultural development.
