Pre-CCM Meeting: Consultation on the Implementation of the Lausanne Action Plan and the Way Forward to 2026

KPL As the Presidency of the 3rd Review Conference of the Convention on Cluster Munitions 2026 (3RC CCM 2026), the Department of International Organizations, Ministry of Foreign Affairs (MOFA), in collaboration with the National Regulatory Authority for UXO/Mine Action Sector in the Lao PDR (NRA), organized a Pre-CCM Meeting titled Consultation on the Implementation of the Lausanne Action Plan and Way Forward 2026.


The meeting was held at Souphattra Hotel, Vientiane on November 28, and chaired by Ms. Moukdavanh Sisoulith, Director General of the Department of International Organizations of MOFA and Head of the NRA Board Secretariat.

The event brought together more than 60 participants, including representatives of the diplomatic corps, development partners, international organizations, UN agencies, and UXO sector implementing partners.

The consultation focused on reviewing progress, challenges, and lessons learned in implementing the Lausanne Action Plan under the Convention on Cluster Munitions. It also aimed to strengthen stakeholders’ understanding of CCM obligations, enhance coordination among line ministries and implementing partners, and help determine practical steps and priorities for the upcoming year.

 In addition, the meeting provided an opportunity to share updates on preparations for the Lao PDR’s Presidency of the 3rd Review Conference of States Parties, to be held in Vientiane in September 2026.

Throughout the discussions, participants received presentations on the Lao PDR’s leadership in the UXO sector, updates on the current status and progress of the Lausanne Action Plan, and exchanged views on key implementation challenges.

They also discussed the role of partners during the 3RC CCM period (September 2025–September 2026) and expectations for the next action plan (2027–2031). The meeting further addressed the Government’s efforts to establish a resource mobilization mechanism for the UXO sector and reviewed the overall work plan and expected outcomes of the Lao PDR’s presidency in 2026.
