Vietnamese Ambassador to Laos’ Statement on the 80th Anniversary of the National Day of Vietnam

KPL Sabaidee, On the occasion of the 80th Anniversary of the National Day of the Socialist Republic of Viet Nam (02 September 1945 – 02 September 2025), on behalf of the leaders of the Party, the State and the people of Viet Nam, I would like to extend to the leaders of the Party, the State and the people of the Lao People’s Democratic Republic our most profound feelings of brotherhood, comradeship, and our warmest greetings.


(KPL) Sabaidee, On the occasion of the 80th Anniversary of the National Day of the Socialist Republic of Viet Nam (02 September 1945 – 02 September 2025), on behalf of the leaders of the Party, the State and the people of Viet Nam, I would like to extend to the leaders of the Party, the State and the people of the Lao People’s Democratic Republic our most profound feelings of brotherhood, comradeship, and our warmest greetings.

Dear comrades and friends,

Responding to the historic call of President Ho Chi Minh: “The decisive hour for our nation’s destiny has arrived. People around the whole country, rise up and use our own strength to liberate ourselves”, on 19 August 1945, the entire Vietnamese people rose up in a general uprising, carried out the August Revolution, overthrew the colonial and feudal domination, and took all government power into the hands of the people.

            On 02 September 1945, at the historic Ba Dinh Square, President Ho Chi Minh, on behalf of the provisional government, read the Declaration of Independence, solemnly declaring the independence, freedom, and equality of the Vietnamese people before the whole world; giving birth to the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam; opening a new era for the Vietnamese people: the era of mastering the country, freedom, and mastering their own destiny; the era of national independence associated with socialism.

Since that great historical turning point, bearing in mind the truth that “Nothing is more precious than independence and freedom”, under the leadership of the Communist Party of Viet Nam, after three decades of continuing the long resistance war, the Vietnamese people united as one to complete the cause of national liberation and reunification, steadfastly overcoming all difficulties to protect the Fatherland, maintain national independence and freedom, build and develop the country, and at the same time actively contribute to maintaining peace, stability, cooperation and development in the region and the world.

After nearly 40 years of implementing the great Doi Moi (Renovation) initiated and led by the Party, the Vietnamese economy has developed and grown continuously at a relatively high rate over the past 40 years with an average growth rate of nearly 7% per year. In 2024, Viet Nam’s economy ranked 32nd in the world (476 billion USD), with GDP growth of 7.09%, GDP per capita of 4,700 USD, and nearly 17.6 million international tourist arrivals. Total import-export turnover of goods reached approximately 786.3 billion USD (up 15.4% compared to the same period last year), with a trade surplus of over 24.7 billion USD, among the top 20 economies in trade and foreign investment attraction, ranked 23rd in the world in terms of export turnover, and among the top 15 developing countries in attracting the largest foreign investment (about 40 billion USD/year).

In the first six months of 2025, despite many difficulties and challenges in the regional and world situation, the Vietnamese economy continued to achieve the highest growth rate in nearly two decades (about 7.52%); maintained macroeconomic stability, controlled inflation, and ensured major balances of the economy. Import-export turnover increased by 14.4%, reaching 219 billion USD, with a trade surplus of 7.63 billion USD – an extraordinary achievement in the current context. Tourism boomed with nearly 10.7 million international visitors (up 20.7%). Registered FDI capital reached 21.5 billion USD (up 32.6%), the highest since 2009, with realized capital at 11.7 billion USD.

 It is expected that in 2025, Viet Nam’s GDP will reach over 510 billion USD, with per capita income reaching 4,750 USD. This growth rate not only demonstrates strong recovery capacity but also affirms a new position and solid internal foundation for Viet Nam’s breakthrough in its era of national rise.

In 2025, Vietnam's mechanisms and policies will continue to have strong innovations. The arrangement of the apparatus and administrative units, and the official operation of the 2-level local government apparatus from July 1, 2025 is another breakthrough step in institutional reform to build a "streamlined, effective, efficient, and effective" state apparatus; marking a new development stage of the Vietnamese state administrative apparatus; helping to clear bottlenecks, speed up the processing of administrative procedures, create a transparent and competitive environment for business investment, bringing Vietnam into a new era of development, the era of national growth.

As Vietnamese, we are proud to look back on the past 80 years, from a colonized and impoverished nation, backward country, an exhausted economy, infrastructure suffering heavy consequences of war and facing a prolonged embargoes from the outside, under the leadership of the Party, Vietnam has gradually overcome obstacles, built the country through great innovation; continued to consolidate and enhance the modernization of national defense and security; safeguarded independence, sovereignty, and national interests; and risen to become a middle-income developing country. The World Bank, the Asian Development Bank, and the International Monetary Fund have all recognized Viet Nam’s economic growth as among the highest in the region and the world, and many other international organizations have given high appreciation.

Dear comrades and friends,

These remarkable achievements are inseparable from a stable political and social foundation and tireless efforts in innovation, reform, and institutional perfection. These "foundations, potentials, positions and prestige" have affirmed the stature, intelligence and mettle of the Party, State and people of Vietnam in the journey of striving to overcome difficulties, unleash internal strength, seize opportunities, integrate deeply and develop sustainably.

In addition to the efforts of the entire Party, the entire army and the entire people of Vietnam, we always remember and appreciate the invaluable support and assistance of international friends in our struggle for independence in the past as well as in the cause of safeguarding and building the nation today, especially the companionship, sincere, wholehearted and effective assistance of the Party, the State, and the fraternal people of Laos.

On this important occasion, on behalf of the Party, the State and the people of Viet Nam, I would like to express our deepest gratitude and sincere thanks to the Party, the State and the people of Laos for their solidarity, support and assistance Vietnam. I would also like to sincerely thank the Party committees, authorities at all levels and the people of Laos for their attention and creating favorable conditions for the Vietnamese community to to live and work stably in Laos and for Vietnamese enterprises that are cooperating, investing and doing business in Laos so that they can contribute more to the prosperous development of the Lao PDR and to the great friendship between the Vietnamese and Lao peoples.

Dear Lao comrades and friends,

From immemorial time, the Vietnamese and Lao peoples have been closely bonded. The relationship between our two nations countries is a relationship of "village above, hamlet below", ready to help, share with each other, full of affection. In particular, since the birth of the Indochinese Communist Party, the predecessor of the Communist Party of Vietnam and the Lao People's Revolutionary Party today, directly built by the great President Ho Chi Minh, President Kaysone Phomvihane and beloved President Suphanuvong, and nurtured by successive generations of leaders and the people of both countries. Our relationship has become a vital, exemplary, faithful, and pure relationship in international relations, a relationship of a rule, a factor ensuring victory for the revolutionary cause of each country and a priceless common asset of both peoples and a great resource for the cause of building and defending the Fatherland of each country.

On that foundation, we are extremely delighted and proud that over the years, the cooperative relationship between the two Parties, the two States, and the people of Vietnam and Laos has continued to develop strongly, comprehensively, and effectively in all fields, making important contributions to the building, protection, and development of each country. Political relations have been further consolidated, serving as the core orientation for the overall bilateral ties. High-level leaders of the two countries frequently meet and exchange, demonstrating the highest level of closeness and trust. The pillars of defense and security cooperation are increasingly close, profound and comprehensively expanded; coordination at regional and international forums has been close and effective, contributing to maintaining political stability, social order and safety of each country, enhancing the standing and prestige of both Viet Nam and Laos in the region and the world.

Economic, trade and investment cooperation has been renewed, promoted and achieved many positive steps, the two economies are increasingly promoted and closely connected. Vietnam continues to be one of the leading countries in terms of investment with a total capital of over 7 billion USD. In the first 7 months of 2025, the total import-export turnover between Vietnam and Laos reached more than 2 billion USD, an increase of 79% over the same period in 2024, equivalent to about 20% of Laos' total import-export turnover in the past 7 months . Of which, Vietnam's trade deficit with Laos was more than 500 million USD . This is also the highest trade turnover between the two countries in the past 10 years (2016-2025). In particular, with the inauguration of wharf number 3 of Vung Ang International Port, the two countries have jointly realized the strategy of the Lao People's Revolutionary Party to turn Laos from a landlocked country into a hub connecting with large markets in the region by sea.

Cooperation in the fields of education - training, culture, people-to-people exchange, and human resource development continues to be focused on, increasing both quantity and quality. The fact that Vietnam and Laos jointly submitted and were recognized by UNESCO as a transboundary world natural heritage site for Hin Namno National Park of Laos, along with Phong Nha Ke Bang National Park of Vietnam continues to vividly demonstrate the special relationship between the two countries in peacetime, especially contributing to promoting deeper cooperation in the fields of tourism, sustainable management of the environment and nature, and enhancing the national image of both countries.

The two sides' coordination in organizing the ceremony to recognize the Truong Son Trail on Lao soil as a national historical relic of Laos is a shining symbol of the special solidarity relationship between Vietnam and Laos during the previous period of national liberation struggle. This event will contribute to the propaganda and education of the people, especially the young generation of the two countries, about the tradition and special importance of the Vietnam - Laos relationship and enrich the invaluable common asset that has been built with the sweat, blood and efforts of tens of thousands of cadres, soldiers and people of Vietnam and Laos.

Dear comrades and friends,

The Party and State of Vietnam have affirmed that they always attach importance to and give the highest priority to the special relationship between Vietnam and Laos. Vietnam is and will further expand the market for Lao goods and products; strengthen infrastructure and transport infrastructure connections; and connect the two economies. Lao goods can go through any border gate or seaport in Vietnam to reach regional and international markets, contributing with the Lao people to build a prosperous and sustainably developed Laos.

In the context of an increasingly complex, rapidly changing, and unpredictable regional and global landscape, marked by intertwined challenges and opportunities, Vietnam and Laos, more than ever, must remain united, stand side by side, and continue to trust, support, and create favorable conditions for each other's development. This must be done on the basis of consistent principles and the joint statements agreed upon by both sides.

In all circumstances, Vietnam and Laos must remain steadfast and exert the utmost efforts to successfully implement the high-level agreements between our two countries; firmly stand together on the path of building socialism; promote internal strengths, self-reliance, resilience, and adaptability; and appropriately combine the unique nature of the Vietnam–Laos relationship with international norms and practices, for the prosperous development of each country, and for peace, stability, cooperation, and development in the region and the world.

The enduring value of the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos is not only rooted in the sacrifices made for one another during the past struggles for national liberation, but also nurtured through sincere feelings, absolute trust between senior leaders, and the deep sharing and unity between our peoples throughout the journey of national construction and defense. This relationship stands today as a strong strategic foundation for the development of both countries, both now and in the future.

To protect, preserve, develop, and nurture the special relationship between the two Parties, two States, and two peoples is not only a shared responsibility but also a source of pride for each of us. It is a contribution to building a brighter future for our two nations.

I firmly believe that the special solidarity between Vietnam and Laos will will remain, as our leaders have always envisioned "deeper than Hong Ha (the red river) and Cuu Long (the Mekong river) " and "forever more durable than mountains and rivers", "more fragrant than any most fragrant flowers" as the Leaders of our two countries always wished.

On this important occasion, I sincerely wish the Lao people—under the leadership of the Lao People's Revolutionary Party—continued great achievements in successfully implementing the Resolution of the 11th National Congress and the 9th Five-Year Socio-Economic Development Plan; in preparing for and successfully organizing Party Congresses at all levels; and ultimately, in successfully holding the 12th National Congress of the Lao People's Revolutionary Party in early 2026.

May the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos last forever, for the benefit of our peoples, and for peace, stability, friendship, cooperation, and development in the region and the world.
