(KPL) A new chapter in local economic development has begun with the official opening of the Baiphayxang Chalernxay Factory on April 20. The project is a collaborative effort between the Huaphanh Provincial Youth Committee and the Provincial Young Entrepreneurs Association.

Located in Naliou Village, the factory was built with an investment of over 2.5 billion kip, fully funded by Xairungheuang Full Cycle Development Co., Ltd. Construction began in October 2024 and was completed by early April 2025.

The opening ceremony was attended by prominent officials, including Mr. Khampeng Saysompheng, Governor of Huaphanh Province, and Mr. Thanousay Vilaythammavong, Director of Xairungheuang, along with district leaders and local community representatives.

The factory will focus on three key operations:

1. Purchasing bamboo leaves from local growers—who had previously received seedlings from the factory—and processing them for export.

2. Distributing bamboo seedlings to the public to encourage further cultivation.

3. Expanding production with additional factories planned in Viengxay District and Xone District, improving accessibility for local suppliers.

Known as elephant ear bamboo, this plant is a long-term crop that can be harvested for 30 to 50 years. Each plant yields approximately 7 to 12 kilograms of raw leaves annually, with up to three harvests per year. The factory guarantees a minimum purchase price of 6,000 kip per kilogram, ensuring a stable source of income for farmers.

Beyond its economic benefits, the facility is envisioned as a model center for agro-industrial development. It will provide training and employment opportunities—particularly for youth—and promote sustainable agriculture. Additionally, it will serve as a learning site for visitors and entrepreneurs interested in bamboo-based industries.

This initiative represents a significant step in Huaphanh’s economic revitalization and supports broader national goals of promoting youth employment and rural development.
