The signatories to the agreement were Head of the provincial department, Mr Xayphone Inthavong; the Head of the Huaphan Provincial Department of Information, Culture and Tourism, Mr Khemphone Thavixay; the General Director of the Hung Fat Company, Mr Le Van Hung; and General Director of Huang Phuc Lang Son Mining and Processing Company, Mr An Van Tuan.
