The ceremony was attended by Deputy Prime Minister in charge of economic affairs, Mr Somsavath Lengsavad, and representatives of local authorities.
The project will generate electricity in the dry season by using water flowing downstream from Theun-Hinboun power plant.
The Nam Hinboun Hydropower Construction Project represents an investment of almost US$90 million, is owned by the government, will be managed by Électricité du Lao (EDL), and was financed with a loan from Krungthai Bank. The project is expected to be completed in 2016.
The hydropower plant will be equipped with an installed generation capacity of 30 MW and will have an annual power output of over 155 million GWH.
Power generated by the project will be supplied locally, mostly in the central provinces, through 155-kilovolt transmission lines connected to Khonsong substation in Pakkading, Borikhamxay Province.
