Deputy Prime Minister and Minister of Foreign Affairs Thongsavanh Phomvihane and his delegation attended a series of ASEAN meetings on May 7, 2026, in Cebu, including the ASEAN Foreign Ministers’ Meeting, the 31st ASEAN Political-Security Community Council Meeting, the 38th ASEAN Coordinating Council Meeting, and the Joint Meeting of ASEAN Foreign and Economic Ministers.

The ASEAN Foreign Ministers’ Meeting reviewed progress in ASEAN community-building efforts and noted that 2026 marks the first year of implementing the ASEAN Community Vision 2045 and its strategic plans. Ministers also discussed preparations for activities commemorating the 50th anniversary of the Treaty of Amity and Cooperation in Southeast Asia in 2026.
The meeting also reviewed cooperation with external partners. Laos, serving as the country coordinator for ASEAN-Canada relations, reported progress in ASEAN-Canada cooperation, including negotiations on the draft ASEAN-Canada Plan of Action for 2026-2030.
During the 31st ASEAN Political-Security Community Council Meeting, ministers reviewed progress in cooperation under the political-security pillar, including efforts to combat transnational crime, strengthen defense and legal cooperation, promote human rights, and implement the Southeast Asia Nuclear-Weapon-Free Zone Treaty. The meeting also discussed ASEAN’s five-point consensus on Myanmar and implementation of the ASEAN Political-Security Community Strategic Plan under the ASEAN Community Vision 2045.
The 38th ASEAN Coordinating Council Meeting reviewed preparations for the 48th ASEAN Summit and related meetings, including the agenda, discussion themes, procedures, and draft outcome documents. Ministers also endorsed reports from the ASEAN Secretary-General and ASEAN community councils for submission to ASEAN leaders.
At the Joint Meeting between ASEAN Foreign and Economic Ministers, participants exchanged views on the impact of the situation in the Middle East, particularly on energy and food security. The meeting discussed measures to address the challenges and strengthen preparedness for future crises.
The ministers also agreed on the content of the ASEAN Leaders’ Statement on Addressing the Crisis in the Middle East for consideration and adoption at the 48th ASEAN Summit.
