Laos, Phongsavanh Group Ink MOU for Landmark Expressway Feasibility Study

(KPL)The Government of the Lao PDR and Phongsavanh Group Company Limited have officially signed a Memorandum of Understanding (MOU) to explore the feasibility of a major expressway project that aims to connect Vientiane Capital with the Lao-Vietnamese border via several key northern provinces.

The proposed expressway, featuring a new road alignment, is planned to run from Vientiane through Xaysomboun, Xieng Khouang, and Houaphanh provinces, terminating at the Nam Soy international border checkpoint with Vietnam. The MOU establishes a 24-month period to conduct a comprehensive feasibility study, including technical surveys, route design, and construction planning.

The signing ceremony was held in Vientiane on May 30, and attended by high-ranking officials, including Deputy Prime Minister Chansamone Chanyalath, Minister of Planning and Investment Phet Phomphiphack, and Chairman of Phongsavanh Group Somboun Phongsavanh, along with representatives from both parties.

Mr. Bouachan Ouansavanh, Director of the Expressway Project at Phongsavanh Group, highlighted the strategic significance of the initiative. “This MOU reflects the strong commitment of the Party and Government to improving national infrastructure and enhancing regional integration. The proposed expressway will serve as a vital economic corridor connecting the capital to key provinces and ultimately to Vietnam,” he stated.

The project is expected to contribute significantly to Laos’ socio-economic development by promoting trade, investment, tourism, and services, while also improving local livelihoods and helping reduce poverty in remote areas.

The project will be developed under a Build-Operate-Transfer (BOT) model, with the company responsible for executing the feasibility study, detailed engineering design, and eventual construction.

All phases of the project will be implemented in accordance with national technical standards, regulatory requirements, and the 24-month timeline outlined in the MOU.
