Lt. Col. Phonekeo Oradom, Head of the UXO Clearance and Disaster Relief Training Centre of the Lao People’s Army, stated during a panel discussion at a side event of the ongoing 3rd Review Conference of the Convention on Cluster Munitions (CCM) in Vientiane on September 18, 2026, that the national unexploded ordnance (UXO) clearance sector is gearing up for its first 10-year strategic plan, spanning from 2027 to 2036.
The strategy outlines clear goals to enhance survey and clearance operations, modernize technology, achieve financial sustainability, and position Lao personnel as regional experts.
Key Strategic Focus Areas
The strategy emphasizes adopting advanced surveying techniques and new technologies—such as trials of advanced metal detectors from Japan capable of distinguishing between actual explosives and scrap metal—to speed up clearance and improve safety.
Currently reliant heavily on 100% international donor funding, future initiatives aim to transition toward self-reliance. This includes integrating clearance with government infrastructure development projects, exploring alternative fundraising models, and fostering stronger project ownership.
Backed by extensive operational experience, Lao clearance personnel are anticipated to transition into regional leaders, capable of sharing their expertise and assisting with UXO clearance missions in other countries. Additionally, experienced staff are increasingly qualified to serve as formal instructors for specialized international courses.
Public relations and educational campaigns remain vital components of the strategy, ensuring continued community understanding, local engagement, and broader support for the national clearance mission.
By combining modern equipment, optimized survey methods, and innovative funding strategies, the sector aims to accelerate the safe release of cleared land while building long-term institutional resilience.
