Senior Party and State official Phet Phomphiphak led a high-level delegation on a two-day inspection of severe flood-hit areas in Oudomxay Province, delivering financial aid and urging accelerated infrastructure restoration. Heavy seasonal monsoon rains caused floods and landslides across three separate periods in August, severely impacting five districts in the northern province.
The disasters resulted in 6 deaths, 1 missing, 10 injuries, and preliminary economic losses exceeding 237 billion Lao Kip.
Mr. Phet presented 700 million Lao Kip in financial assistance on behalf of central government to support local recovery operations.
On-Site Inspection and Briefing
From September 16 to 17, Mr. Phet—a Member of the Political Bureau, Secretariat member, and Head of the Party Central Committee's Office—inspected hard-hit communities in Xay District, including Ban Nagniew, Ban Bor, Ban Phaen, and Ban Huanambak.
During a briefing at the provincial office, Oudomxay Party Secretary Bounkhong Lachiamphone reported that severe weather linked to regional monsoon patterns struck the province on August 7–8, August 19, and August 29–30. The resulting flash floods and landslides battered 73 villages across Xay, La, Namor, Beng, and Nga districts, directly affecting 5,441 residents and damaging public infrastructure, agricultural land, and lifeline utilities.
Directives for Long-Term Recovery
Commending local authorities and disaster management teams for mobilizing rapid emergency response and search-and-rescue operations, Mr. Phet outlined critical next steps for the province.
He instructed local leadership to conduct precise damage assessments to shape comprehensive short- and long-term rehabilitation strategies. Priorities include repairing roads, restoring irrigation networks, and maintaining rigorous health monitoring to prevent post-flood disease outbreaks as communities transition back to normalcy.
