The inaugural session of the Vientiane People's Council concluded successfully on April 3, 2026, marking a significant step in shaping governance and development priorities for the capital over the next five years.

The session was chaired by Adsaphangthong Siphandone, President of the People’s Council of Vientiane Capital, and attended by senior party-state leaders, including Sililathong Thongpheng, President of the Vientiane Administration, along with National Assembly members and council representatives.
During the session, delegates reviewed and approved a series of key resolutions, including the certification of the 5th legislature members and the election of major leadership positions at the capital level. These included roles within the People’s Council, the Vientiane Administration, judicial bodies, and state oversight agencies.
The council also endorsed the 2026–2030 socio-economic development plan and budget framework, highlighting progress achieved under the previous five-year plan, including economic stability, strengthened political foundations, improved public order, and enhanced governance.

Lawmakers approved organizational structures and personnel appointments across multiple sectors, as well as five-year work plans for key institutions, including the State Audit Authority, courts, and prosecutor’s offices. These plans aim to strengthen transparency, improve public service delivery, and ensure stricter management of state budgets, assets, and investments.
The session emphasized the need for stronger oversight, legal compliance, and effective implementation of policies. Authorities were urged to address weaknesses, improve coordination among sectors, and ensure that development targets are met with measurable results.
In addition, the council approved a five-year legislative development plan, outlining priorities for drafting and amending laws, with a focus on practicality, legal accuracy, and enforceability.
Participants also reviewed public feedback, with 18 issues submitted through a hotline and assigned to relevant authorities for resolution. Officials stressed the importance of continued support for families affected by recent summer storms, calling for timely assistance to restore housing and livelihoods.
The session concluded with a call for all sectors to actively implement the adopted resolutions and ensure broad public awareness, aiming to deliver tangible outcomes for the people of Vientiane.
