In an interview to the media on the sidelines of the 12th National Congress of the Lao People’s Revolutionary Party, Minister of Public Works and Transport (MPWT) Leklay Sivilay positioned the transport sector as the critical "lever" and "vascular system" for national growth over the next five years.
Speaking on January 6, the Minister, an official delegate to the Congress, expressed his honour in representing the nation's civil servants and Party members. The Significance of the CongressMinister Leklay underscored the historic importance of the quinquennial Congress as a pivotal moment for strategic review and future planning. He noted that the National Party Congress, held every five years, is a major political event. For any party member, the opportunity to participate is a historic life event. It is a time to review and evaluate the Party’s leadership over the past five years and to define the strategic directions for the next five years. This process aims to create transformative changes and elevate development steps to be more prominent and innovative, leading the nation forward.Focus on MPWT as an Economic SpearheadAfter reviewing the Party’s political programmes, draft reports, and the Socio-Economic Development Plan, the Minister highlighted several breakthrough areas. He specifically emphasized the seven priority goals of the MPWT, which serve as a "spearhead" of the national economy. This includes priorities in transportation, regional integration, and connectivity.Vision for the Next 5 Years: The "Vascular System" of GrowthThe Minister stated that the direction for the next five years will focus on the issues surrounding the Party’s slogans, particularly strengthening Party leadership to be more robust than ever before. He believes the economy will act as a mechanism to stimulate change and development.He stressed that the MPWT sector must begin implementation immediately after the Congress because it serves as the "lever" for the economy and the "vascular system" that stimulates national growth. He noted that: "Wherever roads reach, development follows."The Strategic Motto for MPWTTo ensure the 5-year development plan achieves its objectives, the Minister emphasized that the sector must turn the following motto into a reality: "Enhance the development of Public Works and Transport to be a focused spearhead: Resilient, Modern, Safe, Integrated, Connected, and Sustainable."
