The Ministry of Technology and Communications convened its 3rd Party Congress on August 26, 2025, at the International Cooperation and Training Center (ICTC). The event was chaired by Mr. Boviengkham Vongdara, Member of the Party Central Committee, Secretary of the Party Executive Committee, and Minister of Technology and Communications.

(KPL) The Ministry of Technology and Communications convened its 3rd Party Congress on August 26, 2025, at the International Cooperation and Training Center (ICTC). The event was chaired by Mr. Boviengkham Vongdara, Member of the Party Central Committee, Secretary of the Party Executive Committee, and Minister of Technology and Communications.
The congress was attended by General Vilay Lakhamfong, Politburo Member, member of the Secretariat of the Party Central Committee, Deputy Prime Minister, Minister of Public Security, and Chairman of the National Internet Management Committee, along with party members and invited guests.
Held under the slogan “Raising responsibility for technology and communications to become a driving force in digital transformation in the direction of industry and modernization,” the congress highlighted the sector’s growth and its vital role in socio-economic development.
In his opening remarks, Mr. Boviengkham described the congress as an important political event for the technology and communications sector, which has seen significant progress under the leadership of the Politburo and Secretariat of the Party Central Committee. He emphasized the active contributions of party members and cadres in advancing the ministry’s work.
The congress reviewed the implementation of tasks set by the 11th Party Congress, assessed achievements and shortcomings, and drew lessons for future development. Discussions also focused on the draft political report, the draft five-year development plan for the technology and communications sector, and the comprehensive leadership report of the 2nd Party Executive Committee.
Delegates will also exercise their democratic rights to elect the 3rd Party Committee of the Ministry of Technology and Communications. This process aims to ensure unity, continuity of leadership, and the promotion of younger cadres to guide the sector into the future.
The congress will run for two days, from August 26–27, 2025.
