Lao Ministry of Public Security Marks 64th Anniversary of Security Force Founding

KPL Vientiane, April 8, The Ministry of Public Security (MOPS) hosted a ceremony on Monday to commemorate the 64th anniversary of the founding of the Lao Security Force (April 5, 1961 – April 5, 2025). The event was presided over by Politburo member, Deputy Prime Minister, and Minister of Public Security, Lt. Gen Vilay Lakhamfong, with the participation of senior ministry officials, veterans, departmental representatives, and core personnel.

(KPL) Vientiane, April 8, The Ministry of Public Security (MOPS) hosted a ceremony on Monday to commemorate the 64th anniversary of the founding of the Lao Security Force (April 5, 1961 – April 5, 2025). The event was presided over by Politburo member, Deputy Prime Minister, and Minister of Public Security,  Lt. Gen Vilay Lakhamfong, with the participation of senior ministry officials, veterans, departmental representatives, and core personnel.

In his keynote address,  Lt. Gen Vilay highlighted the origins of Security Force Day, tracing it back to a pivotal Party Central Committee meeting held in Khang Khay, Xieng Khouang Province, from April 5–12, 1961. The meeting addressed key issues in the national revolutionary struggle and approved the establishment of a dedicated internal security force to protect the Party leadership, the Lao Patriotic Front, and to maintain public order.


The same meeting also marked a structural transition, with the renaming of the “Internal Security Committee” to the “Central Security Office.” Mr. Sisomphone Lovanxay was appointed to head the newly formed office. In recognition of this turning point, the Party Central Committee and the government later issued Decree No. 277/PM on September 1, 2005, officially designating April 5 as the founding day of the Security Force.

The formation of the Security Force stands as a significant political and historical milestone for the Lao nation. From its inception, the force has played a critical role in defending the country, fulfilling its “three duties and four responsibilities.” Despite early challenges — including limited personnel, equipment, and technical capacity — members of the force demonstrated unwavering patriotism, working in close cooperation with the Lao army and people of all ethnicities to resist foreign incursions and internal threats.

Over the past 64 years, under the consistent leadership of the Lao People’s Revolutionary Party, the Security Force has grown into a cornerstone of national defense. It has navigated hardship and transformation with resolve, earning public trust and contributing to the country’s stability, development, and peace.
