Laos, Vietnam Ink MOU on Human Resources Development

The agreement aims to enhance human resources through curriculum development and academic cooperation.

(KPL) A Memorandum of Understanding (MOU) was signed on April 2, 2025, in Vientiane between the Institute of Information and Communication Technology under the Ministry of Technology and Communications, and Vietnam's Foreign Trade University. The agreement aims to enhance human resources through curriculum development and academic cooperation.

Under the MOU, the two institutions will jointly establish an online Master's degree program in Business Administration, taught in Vietnamese. The partnership also covers capacity building through both short- and long-term training programs, as well as joint efforts to secure funding for implementation.

Other key areas of cooperation include organizing conferences, seminars, and technical meetings; exchanging information, academic staff, and research initiatives; and attracting self-funded students to programs at the Institute of Information and Communication Technology. Both parties have agreed to explore additional areas of collaboration based on mutual interest.

The agreement also outlines regular review meetings to monitor progress and adjust activities in line with the financial and human resource capabilities of both institutions.

The collaboration is expected to result in the introduction of more international undergraduate programs at the Institute of Information and Communication Technology, laying the groundwork for its upgrade to university status. Teaching staff will also benefit from specialized training, and implementation costs will be shared by both parties.
