Laos and Vietnam Pledge to Deepen Investment Cooperation

KPL Laos and Vietnam have reaffirmed their commitment to strengthening bilateral investment cooperation, with leaders of both countries calling for greater private-sector investment and improvements to the business environment.

The commitment was made at the Laos–Vietnam Investment Promotion Conference held on October 8, co-chaired by Lao Prime Minister Saleumxay Kommasith and his Vietnamese counterpart Le Minh Hung.
The conference was organized by the Investment Promotion and Management Committee in cooperation with the Laos–Vietnam Cooperation Committee, Vietnam’s Ministry of Finance, the Vietnamese Embassy in Laos, the Lao National Chamber of Commerce and Industry, and the Association of Vietnamese Businesses in Laos. 
Government officials, and representatives of public and private enterprises from both countries attended.
The meeting provided a platform to strengthen the longstanding relationship, special solidarity, and comprehensive cooperation between Laos and Vietnam. It also marked the 65th anniversary of the establishment of diplomatic relations and the 50th anniversary of the signing of the Treaty of Friendship and Cooperation, while contributing to preparations for the Laos–Vietnam Year of Friendship and Solidarity in 2027.
Addressing the conference, Prime Minister Saleumxay Kommasith said the Lao government attaches great importance to both domestic and foreign private investment, making the improvement of the business and investment climate a top priority. 
He highlighted the establishment of the Investment Promotion and Management Committee as a key measure to strengthen investment promotion and management through a centralized, one-stop-service mechanism under the direct supervision of the Prime Minister.
He also praised Lao and Vietnamese enterprises for their significant contributions to investment in priority sectors, noting that private-sector investment had exceeded set targets.
During the first nine months of 2026, the Lao government approved 45 investment projects under controlled-business and concession arrangements, with a combined approved investment value of US$8.57 billion. Vietnam was the largest investing country, accounting for more than US$4.7 billion.
Vietnamese Prime Minister Le Minh Hung called on Vietnamese businesses to expand their investments in Laos to ensure that economic, trade, and investment cooperation keeps pace with the strong political ties between the two countries.
He identified several priority sectors offering investment opportunities, including high-tech agriculture, mineral processing, clean energy, banking and finance, logistics, tourism, and digital transformation.
He also encouraged Lao businesses to explore additional investment opportunities in Vietnam, emphasizing the importance of expanding two-way investment and strengthening economic links between the neighbouring countries.
During the conference, the Lao National Chamber of Commerce and Industry, the Association of Vietnamese Businesses in Laos, and enterprises from both countries presented updates on their investment activities and submitted proposals to the governments.
Business representatives expressed confidence in government policies supporting private-sector investment, saying these policies had helped businesses sustain their growth. They also called for further improvements to administrative procedures and government mechanisms related to business operations and investment to make processes faster, simpler, and more effective.
The discussions highlighted the importance of continued government support in creating a more favourable business environment and encouraging greater participation by private enterprises in both economies.
The conference concluded with a ceremony to hand over and exchange 18 investment documents, representing a concrete step toward strengthening investment cooperation between Laos and Vietnam.
The event underscored both countries’ shared commitment to expanding economic ties, promoting cross-border business opportunities, and translating their longstanding political friendship into greater investment and development cooperation.
