(KPL) Speaking under the theme “Rebuilding trust, governing transitions: Delivering a UN that works for everyone,” Mr. Thongsavanh stressed the importance of international cooperation in addressing global challenges, promoting peace and advancing sustainable development.

He reaffirmed Laos’ support for a multilateral system with the United Nations at its core and called for differences to be resolved through diplomacy, consultation and respect for the principles of the UN Charter, including sovereignty, independence, non-interference and the peaceful settlement of disputes.

Laos also supports efforts to reform the United Nations to improve the efficiency, effectiveness and adaptability of the organisation in responding to a changing international environment.

On LDC graduation, Mr. Thongsavanh said Laos remains committed to ensuring a quality, smooth and sustainable transition. Lao PDR is scheduled to graduate from the LDC category on November 24, 2026, after which it will implement measures under its smooth transition strategy.

He stressed the continued importance of technical cooperation and predictable access to financial resources during the transition, noting that graduation should be viewed as a new milestone in national development rather than the end of development efforts.

The Deputy Prime Minister highlighted the Government’s implementation of the 10th National Socio-Economic Development Plan (2026–2030), which focuses on building an independent and self-reliant economy, developing human resources and strengthening connectivity. Strategic infrastructure, including the Laos-China Railway and planned Laos-Vietnam Railway to Vung Ang Port, is intended to support the transformation of Laos from a landlocked to a land-linked country.

Laos also reaffirmed ASEAN centrality in promoting regional peace, stability and prosperity and its support for implementation of the ASEAN Vision 2045.

Addressing the country’s UXO legacy, Mr. Thongsavanh reiterated Laos’ commitment to Sustainable Development Goal 18, “Lives Safe from UXO,” describing UXO clearance as essential to poverty reduction and sustainable development. He also highlighted Laos’ hosting of the Third Review Conference of the Convention on Cluster Munitions in Vientiane in September.

At the conclusion of his address, Mr. Thongsavanh congratulated UN Secretary-General António Guterres on the completion of his term and acknowledged his contributions to international development.

He reaffirmed Laos’ commitment to working with the international community towards a peaceful, stable and prosperous world where no one is left behind.

On the same day, Mr. Thongsavanh gave an interview to CGTN, discussing the importance of restoring trust in multilateralism, the role of smaller countries in international relations, preparations for Laos’ LDC graduation and the economic benefits of Laos-China cooperation. He highlighted the Laos-China Railway as an important part of the Government’s strategy to strengthen national connectivity and transform Laos from a landlocked to a land-linked country.
