Mr. Vanxay Phongsavanh, Politburo member, Secretary of the Party Central Committee, President of the Central Inspection Committee, President of the State Audit Authority, and Head of the Central Anti-Corruption Organization, called for stronger governance, rural development, and Party building during a working visit to Phongsaly Province on July 31.
Addressing provincial leaders, former officials, military personnel, and key representatives from Phongsaly Province and Boun Neua District, Vanxay commended the province's progress in socio-economic development while outlining priorities to support sustainable growth and improve public services.
Provincial Party Secretary Somphone Mittaphone said Phongsaly covers 16,270 square kilometers, with mountainous terrain accounting for about 99% of its area. The province borders China, Vietnam, Oudomxay Province, and Luang Prabang Province, and comprises seven districts, 503 villages, 47,694 households, and a population of 202,258, including 99,711 women. It is home to 15 ethnic groups, with Boun Neua serving as the province's new administrative center.
Somphon said the province has focused on upgrading key transport corridors, including Routes 1, 22, and 4, to improve market access and connectivity. He identified five priority sectors for future growth: commercial crop and industrial tree cultivation, large-scale livestock production, transit services, special economic zone development, and eco-cultural tourism.
Vanxay urged provincial authorities to continue implementing development plans aimed at improving livelihoods through commercial agriculture, expanding market access for local products, supporting small and medium-sized enterprises, and creating a more favorable business environment.
He also called for stronger environmental management, closer oversight of development projects to improve state revenue collection, and greater investment in tourism infrastructure, particularly roads and electricity access.
On social development, Vanxay stressed the importance of improving education quality, expanding healthcare services, strengthening disease prevention, and enhancing vocational skills to meet future labor demands.
He also instructed local authorities to strengthen efforts to combat drug trafficking, drug abuse, and online scam operations, while continuing to implement the government's national poverty reduction agenda.
Emphasizing the importance of good governance, Vanxay called for stronger Party building, improved personnel management, enhanced inspection and supervision, and greater consultation with retired officials to support the province's long-term development.
During the visit, Vanxay donated 35 desktop computer and printer sets, valued at more than 654 million kip, for distribution to subdistrict administrations. He also presented 300 million kip to Phongsaly Province and 100 million kip to Boun Neua District to support local development initiatives.
