Funded by Plan International Switzerland generous individual donors and this project will be implemented until 31 Mar 2029. The expansion paves the way for vulnerable young people—particularly young women—to secure sustainable livelihoods and combat the root drivers of early marriage.
The project, spearheaded by Plan International Laos in partnership with local government authorities, aims to equip rural youth with the green skills and entrepreneurship capabilities required to adapt to rapidly changing economic and environmental landscapes.
Building on the successes of its initial phase, Phase II expands the project's footprint in Bokeo, focusing heavily on climate-smart agriculture, resilient farming practices, and the creation of resilient, community-led enterprises. 
By offering viable economic alternatives, the initiative directly addresses the financial insecurities that frequently push rural families to resort to child, early, and forced marriages.
Plan International Laos Country Director, Carol Mortenson, emphasised that aligning environmental action with socio-economic development is a core global priority for the organisation.
"Investing in climate-smart agriculture technical skills and agro-entrepreneurship is not just about climate adaptation. It is a strategic imperative to protect and empower the next generation," Ms Mortenson stated. "When we provide young people, especially young women, with the tools to achieve financial independence and lead climate actions within their communities, we directly address the economic vulnerabilities that drive child marriage and unions. Empowered youth are the cornerstone of a resilient, equitable future."
The initiative has garnered strong praise and ownership from local government counterpart agencies, who view the project as a vital mechanism for regional rural development.
The Director of the Bokeo Provincial Agriculture and Environment Office, Mr. Keanchan Thammaseng, expressed deep appreciation for the sustained collaboration and urged local youth to seize the opportunities presented by the new phase.
"We highly value and acknowledge the continuous, impactful support from Plan International Laos in strengthening climate resilience and promoting sustainable agriculture in Bokeo Province," the Director said. "This project aligns perfectly with our provincial development priorities. I am thrilled to see our youth taking the lead in environmental stewardship, and I strongly encourage all young people in target villages to actively engage in these activities to transform their livelihoods and protect our natural resources.”
The transition into Phase II brings renewed hope to community members, especially those who witnessed the tangible benefits of the project's earlier interventions.
Nok, a 23-year-old young woman from Pha Oudom district who participated in the Phase I livestock training sessions, shared her enthusiasm for the project’s expansion.
"Participating in the first phase completely changed how I look at farming and running a small business," she said. "I am so happy and excited to know that Phase Two is starting, because it means many more young people in our province will get the same life-changing opportunities that I had. This project gives us hope and a real chance to build a better future right here in our hometowns.”
Phase II of the CCA project will be rolled out over the coming months, featuring targeted workshops on climate-smart agriculture, resilient crop and livestock production, water and soil conservation, financial literacy, agribusiness development, and digital marketing for youth-led micro-enterprises. The project continues to work closely with provincial and district departments, as well as civil society organisations, to ensure sustainable, long-term impact.
