The Lao PDR chaired the Second Preparatory Meeting for the Third Review Conference of the Convention on Cluster Munitions (CCM) on July 1 in Geneva, Switzerland, as preparations continue for the global conference to be hosted in Vientiane from September 14–18, 2026.
The meeting was chaired by Deputy Minister of Foreign Affairs Anouparb Vongnorkeo and brought together States Parties, signatory and observer states, international organizations, and civil society representatives.
Participants reviewed progress in implementing the Convention since the Second Review Conference and discussed key documents that will guide its implementation over the next five years. These included the 2021–2026 Review Document, the Vientiane Action Plan 2027–2031, the Political Declaration, and mechanisms to support implementation, including the sponsorship programme to facilitate participation in the Review Conference.
As President of the Third Review Conference, the Lao PDR will submit these documents for adoption during the Vientiane meeting in September.
The proposed Vientiane Action Plan 2027–2031 sets out priorities for implementing the Convention over the next five years, with a focus on strengthening international cooperation, solidarity, and sustainable assistance for affected States Parties.
Delegates also reviewed implementation support, including fundraising efforts, contributions under Article 14 of the Convention, and logistical preparations for the Review Conference, including protocol arrangements and a planned field visit to Luang Prabang Province.
The meeting concluded with the adoption of its report, reaffirming the commitment of States Parties and stakeholders to ensure the successful organization of the Third Review Conference in Vientiane.
