Laos Discusses Invitation to Join World AI Cooperation Organisation

KPL A consultative meeting was held on 2 June 2026 at the Ministry of Technology and Communications (MTC) to discuss an invitation from the People’s Republic of China for the Lao PDR to become a founding member of the World Artificial Intelligence Cooperation Organisation.


The treaty establishing the global body is scheduled to open for signature in July 2026. The meeting was chaired by Mr Xaysana Sithiphome, Deputy Minister of Technology and Communications, and attended by directors-general, departmental heads, and representatives from relevant ministries and sectors.

Addressing the meeting, Mr Xaysana highlighted that Artificial Intelligence (AI) has become a revolutionary technology transforming various sectors and profoundly impacting global socio-economic development. However, he noted that a formal international cooperation body dedicated to AI has yet to be established.

During the opening ceremony of the World Artificial Intelligence Conference in Shanghai in July 2025, Chinese Premier Li Qiang explicitly stated China’s aspiration to spearhead the establishment of the "World Artificial Intelligence Cooperation Organisation". The body is envisioned as an international platform for consultation, standard-setting, and collaboration to ensure the safe development of AI for the benefit of humanity worldwide.

Following that conference, China's Ministry of Foreign Affairs drafted the founding treaty for the organisation and hosted consultative meetings on the text. Around 40 nations were invited to participate, including the Lao PDR, Cambodia, Thailand, Malaysia, Russia, Brazil, South Africa, as well as countries from Central Asia and Latin America.

China, as the host nation, has now distributed the final draft of the treaty, inviting countries to sign and formalise their membership.

Consequently, the MTC convened this meeting to meticulously review the proposal, ensuring that the country’s participation yields maximum national benefit.
