The new plant is part of the Vientiane Capital Water Supply Expansion Project, a large-scale infrastructure initiative financed through a $68.2 million loan from the Japan International Cooperation Agency (JICA). The project aims to meet the rapidly increasing demand for clean water across the capital, particularly in fast-growing urban and suburban areas.

Once completed, the ChinaiMo Plant's water purification capacity will expand by 1.5 times, increasing from 80,000 cubic meters to 120,000 cubic meters per day. The facility will incorporate cutting-edge technology, including a Supervisory Control and Data Acquisition (SCADA) system, which enables remote monitoring and operational control to enhance efficiency and reliability.

Supporting infrastructure will also see major upgrades. A new raw water pump station will have a capacity of 160,000 m³/day and large underground storage tanks will be built at both the ChinaiMo site (10,000 m³) and the Salakam Water Distribution Center (7,100 m³). The overall project is scheduled for completion by early 2028.

Speaking at the ceremony, Japanese Ambassador Mr. Koizumi emphasized the human impact of water shortages, recalling his own experiences in Vientiane. “Water supply is not just a technical issue; it impacts our daily lives,” he said. “This project represents a sustainable investment in the people of Vientiane and the city’s future.”

The development comes at a symbolic time, coinciding with the 70th anniversary of diplomatic relations between Lao PDR and Japan. It reflects a shared commitment to sustainable urban development and improved quality of life for the Lao people.

City officials and project partners hailed the initiative as a milestone toward Vientiane’s green and sustainable development goals, providing both immediate relief and long-term water security for residents.
