(KPL) Over the next five years (2026–2030), the Office of the People’s Prosecutor at all levels will focus on implementing six major programmes, 27 projects, and 104 activities.
This initiative aims to enhance the efficiency and strength of the organisation, ensuring political responsibility in accordance with its roles and duties.
Brig. Gen. Livong Laoly, Head of the Office of the Supreme People’s Prosecutor, reported during the Inaugural Session of the 10th National Assembly on 24 March 2026 that the development plan for the next five years includes personnel development and organisational system modernisation, anti-corruption measures, enhancing the quality of legal monitoring and inspection, infrastructure and budget development, and international cooperation.
Key Performance Targets and Objectives
The targets include ensuring that the quality of monitoring legal compliance and the indictment of defendants reaches 95% or higher in case processing. The office also aims for a 95% success rate where court verdicts align with the prosecutor's proposals.
Furthermore, the plan focuses on strengthening the organisational structure of both the People’s Prosecutor and Military Prosecutor offices at all levels to increase operational efficiency. Staff will be developed in both quantity and quality to fulfil political duties, with a requirement that every prosecutor undergoes an annual performance evaluation.
Brig. Gen. Laoly also highlighted the necessity of improving laws and sub-law legislation within their jurisdictions to meet the requirements of the "new political era". This involves improving mechanisms for monitoring investigative authorities, the prosecution process, legal compliance in prisons and detention centres, and the enforcement of court judgments
