Major Rehabilitation Project for National Road No. 13 South Moves Forward

(KPL) A significant step was taken to improve a key national transport artery with the signing of a Memorandum of Understanding (MOU) for the survey, design, and construction of the Road No. 13 South Restoration and Rehabilitation Project.

The signing ceremony, held on Nov 4 in Khammuan Province, officially launches the project for a 38-km section from KM 346 to KM 384 + 000, stretching from Thakhek in Khammuan Province to Sebangfai in Savannakhet Province.

The agreement was signed by Mr. Suthat Soumaly, Head of the Public Works and Transport Department of Khammuan Province, representing the government.

The private consortium was represented by Saysettha Construction Sole Co., Ltd., Tangcharoen Group Sole Co., Ltd., and Khounkham Industry Co., Ltd.

The ceremony was witnessed by senior officials, including Mr. Vansay Phongsavan, Governor of Khammuan Province, and Mr. Leklai Sivilay, Minister of Public Works and Transport.

Under the MOU, the authorized consortium will conduct surveys, benefit assessments, and engineering designs for the road's upgrade. The project aims to restore and rehabilitate the route to support a load capacity of 11 tons per axle, enhancing its durability for commercial and public use.

The project framework includes a 3-year restoration period followed by a 7-year maintenance period, ensuring long-term road quality. The MOU is valid for an initial 6 months, with a possible 3-month extension, and implementation commences immediately from the signing date.

Mr. Hua Saengaroun, President of Tangcharoen Construction Group Sole Co., Ltd., who also represented the other two companies, emphasized the project's broader significance.

“The signing of this MOU directly supports the policy of the Party and Government of the Lao PDR,” stated Mr. Saengaroun. “It is a direct contribution to the Public Works and Transport sector’s goals of constructing, repairing, and restoring damaged roads to ensure safe and reliable travel for all.”

This project is expected to improve connectivity, boost local economies, and facilitate smoother transportation along this crucial southern segment of National Road 13 South.
