Vientiane Capital Records Five Years of Steady Economic and Social Development

KPL Over the past five years (2021–2025), Vientiane Capital has maintained steady economic growth, averaging 5.34 percent per year. By 2025, the city’s total GDP reached 89,278.8 billion kip, equivalent to an average of 85.17 million kip per capita.


The economic structure has gradually shifted in line with the set direction: the share of agriculture declined from 14.3 percent to 13 percent, industry fell slightly from 49.5 percent to 49 percent, while services grew from 36.2 percent to 38 percent.

Comrade Anouphab Tounalom, Secretary of the Central Party Committee and Secretary of the Vientiane Capital Party Committee, delivered the report to the 8th Party Congress of Vientiane Capital on September 25, 2025. He outlined the results of leadership and implementation across key sectors over the past five years, with particular progress in national defense and public security.

He emphasized that defense and security forces had been strengthened and modernized, making greater use of ICT systems, with a focus on building disciplined citizen soldiers under clear command structures. Authorities also responded effectively to challenges such as illegal border crossings, drug-related crime, illegal trade, and other social issues. These measures contributed to political stability and a fundamentally orderly society in the capital.

In the cultural and social sectors, development has centered on implementing the national education strategy, applying science and modern technology, and advancing toward a knowledge-based economy. Public health services have been expanded to grassroots levels, ensuring effective control of seasonal diseases and timely responses to the COVID-19 pandemic. These achievements enabled Vientiane Capital to be recognized as ASEAN’s second Health City. The city has also preserved and promoted national and ethnic cultural heritage, while strengthening workforce skills and discipline to meet labor market demands. Access to social insurance has expanded, disaster relief has been delivered promptly, and blood donation campaigns have exceeded expectations.

Urban and municipal development has advanced under Master Plan III and related plans. Restoration and preservation of the old city area has been carried out alongside major infrastructure upgrades, including improvements to the Vientiane–Vang Vieng expressway, the Laos–China railway, and inter-city and inter-provincial transport routes. These projects have facilitated trade and travel. Public parks have been built or renovated to provide recreation and exercise spaces, while improvements to electricity, water supply, and sanitation have significantly enhanced urban living conditions. The city has also been decorated and beautified to welcome major conferences and national events.

Environmental protection and disaster prevention have been given high priority. Authorities promoted public awareness of environmental issues, designated waste disposal sites, strengthened waste collection and management, and constructed centralized household wastewater treatment plants. Flooding and stagnant water problems have been addressed through timely planning and prevention measures. Most notably, the capital successfully managed the severe flood threat in 2024, which had been regarded as a major natural disaster.
