National Assembly Strengthens Social Welfare Law to Protect Citizens

(KPL) The 9th Ordinary Session of the 9th National Assembly, chaired by Vice President Mr. Chaleun Yiapaoher, focused on improving the draft Law on Social Welfare. The law was presented on June 17, 2025, by Deputy Minister of Labor and Social Welfare, Ms. Keo Chanthamixay.

The goal is to make the law clear, practical, and better aligned with real-life needs. It aims to protect the rights and interests of all Lao citizens.

Ms. Kesone Sayavong, a National Assembly member from Luang Namtha, supported the draft law. She suggested expanding Article 6 so that both Lao citizens and foreigners can take part in social welfare activities. She believes this change will encourage more charitable action and unity in society.

She also recommended improvements to Article 19, which covers emergency responses. She called for clear steps on how to handle social welfare during disasters. This includes creating local committees, setting up hotlines, coordination points, and dedicated bank accounts.

Mr. Khampasit Thepvongsa, an Assembly member from Sekong, raised concerns about corruption. He urged stronger inspection systems and transparency in how welfare funds are used. He also proposed involving the Anti-Money Laundering Office to monitor funding sources.

These suggestions show strong support for making the social welfare system more effective, fair, and transparent. The collaboration between lawmakers and ministries reflects the government’s commitment to protect vulnerable groups in Laos.

This marks a key step forward in creating a safer and more inclusive society for all.
