A Memorandum of Understanding (MOU) signing ceremony was held on May 5 in Vientiane between EDL and Sisan International Development Cooperation to collaborate on a feasibility study for underground placement of communication lines, telecommunications cables, and low-voltage 0.4 kV power lines across the country.

(KPL) A Memorandum of Understanding (MOU) signing ceremony was held on May 5 in Vientiane between EDL and Sisan International Development Cooperation to collaborate on a feasibility study for underground placement of communication lines, telecommunications cables, and low-voltage 0.4 kV power lines across the country.
This cooperation marks a significant step toward organizing and streamlining the currently cluttered telecommunication cables hanging on power poles nationwide.
Presently, Sisan International Development Cooperation already has an MOU with the Ministry of Technology and Communications to systematically placing underground telecommunication lines suspended on EDL’s power poles.
Following the signing, EDL and Sisan International Development Cooperation will jointly conduct technical studies to relocate telecommunication lines and low-voltage 0.4 kV power lines underground.
Project Phases
The project will be implemented in three phases:
Phase I: Focuses on burying communication and power lines along a 12-kilometer route from Sikhay Intersection to Hokham, Pathouxay, and the National Convention Centre.
Phase II: Covers underground line placement in Vientiane’s four central districts—Sikhottabong, Chanthaboury, Xaysettha, and Sisattanak.
Phase III: Expands underground infrastructure to major provincial cities and inter-provincial power and communication networks.
The MOU was signed by Mr. Phongpasit Phetsisouk, Deputy Director General of EDL, and Mr. Souksakhone Simmalavong, Director of Sisan International Development Cooperation Co., Ltd. The ceremony was witnessed by Dr. Arkhomdet Vongxay, Director General of EDL; Mr. Phuangpaseuth Keosouvan, Permanent Secretary of the Ministry of Technology and Communications; Mr. Sutchai Lorlonsy, Head of the Telecommunications Regulatory Authority; and Mr. Vilasak Vongxay, President of LIT Solutions Co., Ltd., along with board members, management representatives, and invited guests.
