Government Moves to Strengthen Revenue Collection from Minerals and Major Projects

KPL The government plans to strengthen the collection and management of state revenue from mineral resources, land leases and concessions, construction contracts and large-scale projects to ensure national resources contribute more effectively to socio-economic development.

Deputy Prime Minister and Minister of Finance Santiphap Phomvihane outlined the measures during the Second Ordinary Session of the 10th National Assembly on October 7, 2026.
Revenue from land leases and concessions reached LAK 1,275 billion, up 4 percent from the same period last year. Revenue from natural resources rose 36.6 percent to LAK 5,486 billion, while financial obligations from mining projects reached LAK 14,467 billion, an increase of 37.2 percent.
However, the minister said current collections do not yet fully reflect the revenue potential of approved and ongoing projects.
Key challenges include incomplete payments under some contracts, delays in lease payments, weaknesses in contractual arrangements, limited information sharing among agencies, unclear responsibilities for certain permits and incomplete compliance with contractual obligations.
The government will strengthen the national mineral resource management strategy and improve legislation and monitoring systems covering mineral resources from production through export.
For existing projects, relevant agencies will collect information, conduct inspections, calculate outstanding obligations and ensure payments are made in accordance with regulations. For new projects, information-sharing mechanisms will be established between the Ministry of Finance and agencies responsible for project licensing from the start of implementation.
The government will also strengthen coordination among relevant agencies, improve revenue collection legislation and increase the role of local authorities in project management, monitoring and inspection under the decentralization framework.
The measures are expected to improve state revenue collection, strengthen the management of limited natural resources and ensure that revenues from major projects make a greater contribution to national economic and social development.
