Laos Signs MOU on Clean Energy Technical Cooperation with CGN

KPL A Memorandum of Understanding (MOU) on technical cooperation for clean energy development in the Lao PDR was recently signed between the Lao Front for National Construction (LFNC) Central Committee and CGN Energy Technology (Laos) Co., Ltd.

 

The agreement was signed by Mr. Khanonglit Sisomboun, Head of the LFNC Research and Training Center, and Mr. Zheng Yong, Director of CGN Energy Technology (Laos) Co., Ltd. The signing was witnessed by Mr. Khamphoy Vannasan, Vice President of the LFNC Central Committee, along with Mr. Ouyang Zhi, Vice President of CGN International Energy Company, and other representatives from both sides.

This cooperation follows the May 29, 2025 meeting in Vientiane between Mr. Sinlavong Khoutphaythoune, President of the LFNC Central Committee, and Mr. Yang Changli, Party Secretary and Chairman of CGN Power Group.

Under the MOU, CGN will introduce its Laos Clean Energy Plan as part of the country’s national power system development strategy. The plan calls for projects across northern, central, and southern Laos, based on the principle of “energy as the leader.” It promotes an integrated large-scale model of power generation, transmission, consumption, and storage to strengthen the country’s energy structure and cross-border electricity connectivity.

The initiative also seeks to accelerate the interconnection of Laos’ regional power grids into a unified national system, reducing transmission barriers and creating a comprehensive grid network. This approach aims to enhance energy security, support Laos’ industrial economy, and advance the country’s strategy of becoming a regional energy hub with stronger links to neighboring countries.
