Deputy Prime Minister Saleumsay Visits Houaphanh to Deliver Disaster Relief and Strategic Guidance

(KPL) Deputy Prime Minister Saleumsay Kommasith, who also oversees economic affairs and foreign cooperation, visited Houaphanh Province on August 6 to deliver disaster relief aid and provide strategic guidance to provincial authorities.

He was welcomed at the Houaphanh Provincial Office by Governor Khampheng Saisompheng and senior local officials. During the visit, the Deputy Prime Minister handed over essential supplies to assist communities affected by recent natural disasters.

In a meeting with provincial leaders, Governor Khampheng reported on Houaphanh’s socio-economic progress and the damage caused by storms in late July. Despite the natural challenges, the province remains politically stable, with social order and public security well maintained. Revenue collection has reached nearly 120 billion kip, and agricultural production is progressing as planned, with exports surpassing USD 20 million. Additionally, 45% of the province's cultural village development targets have been achieved.

In the health sector, 9 out of 11 development indicators have been met. However, gaps remain in the availability of midwives and in vaccination coverage for children under one year old. In education, 13 of 14 goals have been reached, although Grade 4 enrollment continues to lag. Currently, 66% of roads are accessible year-round, and 95% of villages have telephone network coverage.

The recent storm severely impacted five districts, affecting 32 villages, 602 households, and 972 individuals. The disaster claimed eight lives, with three people still missing. Material losses are reported to be significant.

In his address, Deputy Prime Minister Saleumsay underscored the pressing regional, national, and international challenges to socio-economic development. He reaffirmed the government’s commitment to tackling financial and economic difficulties, reforming investment approval procedures, addressing illegal mining operations, and curbing unauthorized vehicle imports.

He called on provincial authorities to strengthen national defense and security—especially in sensitive areas and during key national events—ensure timely preparation for the upcoming Provincial Party Congress, enhance forest protection efforts, particularly in conservation zones, and boost international cooperation to attract investment and development assistance. He also urged prioritization of post-disaster recovery, focusing on infrastructure repair and livelihood restoration.

To support these efforts, the Deputy Prime Minister, together with the Central Disaster Management Committee, provided over 2.1 billion kip in cash and essential supplies to the provincial administration.

Later that evening, Mr. Saleumsay and his delegation visited the newly constructed Houaphanh Provincial Hospital, which is currently in its trial operational phase and scheduled for full completion by the end of the year.
