(KPL) A consultative meeting was recently held in Vang Vieng, Vientiane Province, to review and refine the draft Law on Cybersecurity. The session was chaired by Mr. Suvone Luangboumy, Vice President of the National Assembly, and attended by the drafting committee along with relevant stakeholders.
The purpose of the meeting was to gather insights, analyze the contents thoroughly, and ensure the draft law is well-prepared for presentation at the upcoming 9th Ordinary Session of the National Assembly’s 9th Legislature. Discussions focused on aligning the draft with national policy, the Constitution, and related legislation to guarantee comprehensive, clear, and enforceable cybersecurity regulations.

Mr. Suvone emphasized that the meeting helped refine the law to make it more consistent, concise, and aligned with the country’s socio-economic development, ensuring practical implementation.
Also presenting was Mr. Keovisouk Solaphom, Deputy Minister of Technology and Communications, who outlined the rationale behind the law. He stressed that the legislation is necessary to address rapid changes in technology, communications, and data management. It aims to strengthen cybersecurity systems, align with international agreements Laos is party to, and ensure the protection of information and user rights.

The proposed law seeks to establish legal frameworks for registering and operating cybersecurity services; define the rights and responsibilities of service providers and users; create mechanisms for cybersecurity management, incident response, and system recovery and promote secure and fair access to digital services.
Upon approved, the law is expected to serve as a crucial tool for maintaining national stability, public order, and lawful digital development, contributing to the overall socio-economic advancement of Laos.
