At the annual meeting of the National Energy and Mining Sector for 2024 held on March 31, 2025, Prime Minister Sonexay Siphandone emphasized that the energy and mining sector must strive to become a key economic pillar supporting Laos’ socio-economic development—both in the short and long term—while serving as a foundation for other industries.

(KPL) At the annual meeting of the National Energy and Mining Sector for 2024 held on March 31, 2025, Prime Minister Sonexay Siphandone emphasized that the energy and mining sector must strive to become a key economic pillar supporting Laos’ socio-economic development—both in the short and long term—while serving as a foundation for other industries.
For the 2026-2030 development period, the PM urged the sector to actively support rural development and poverty reduction among all ethnic groups. He urged the sector to achieve key targets: increase its GDP contribution to 25% by 2030, and sustain an annual growth rate of 10-12%.
Additionally, the PM called for stricter enforcement of laws and regulations to enhance governance; sustainable and efficient natural resource management; expanding cost-effective power generation and transmission infrastructure to meet domestic needs and boost exports; and gradually resolving EDL’s (Electricité du Laos) debt while tackling power sector challenges.

PM Sonexay stressed the need for fair electricity pricing that balances social and economic interests. He urged EDL-Transmission (EDL-T) to strengthen its role as a full-cycle transmission developer, attract more domestic and foreign investment to reduce government financial burdens, and enhance operational efficiency to accelerate the growth of the sector.
Sustainable Mining & International Cooperation
For mining development, the PM demanded strict selection of mining projects with a focus on sustainability, improved governance aligned with international best practices, and stronger foreign relations and partnerships with ASEAN nations and international financial institutions to secure technical and financial support.
