KPL Laos is moving to strengthen its regulation of alcoholic beverages, with the National Assembly reviewing proposed amendments to the Law on Alcoholic Beverage Control aimed at curbing alcohol consumption, reducing alcohol-related harm and easing unnecessary financial burdens on families.

The amended draft law was presented by the Minister of Health Baykham Khattiya during the ongoing second ordinary session of the 10th National Assembly on October 14.
The proposed legislation seeks to place stronger controls on the alcoholic beverage sector while promoting public health, preventing diseases, protecting the lives and property of citizens, and helping maintain social order. It also aims to support the country’s socio-economic development.
At the heart of the proposed amendments is a framework for improving the administration, monitoring and inspection of alcoholic beverages, with the goal of ensuring that control measures are implemented effectively and efficiently.
The draft law comprises 12 parts, eight chapters and 99 articles, covering a wide range of activities across the alcoholic beverage industry.
These include the production, processing, bottling, packaging, importation, exportation, distribution, trading, consumption and advertising of alcoholic beverages, as well as the operation of establishments that serve alcohol.
By addressing activities throughout the supply chain and at points of consumption, the proposed law seeks to establish a comprehensive legal framework for overseeing the alcoholic beverage sector.
Beyond regulating the industry, the amendments highlight concerns about the wider consequences of alcohol consumption, including potential harm to public health, financial pressures on households and impacts on society.
The National Assembly’s review marks a step in the legislative process towards strengthening the country’s approach to alcohol control. Further details of the proposed measures and their implementation will depend on the provisions adopted through the legislative process.
