The event was co-chaired by Mr Anouparb Vongnorkeo, Deputy Minister of Foreign Affairs and Standing Vice Chairman of the NRA Board.

It brought together members of the diplomatic corps, representatives from international organisations, development partners, and key stakeholders. The event was held with the support of development partners, notably the Government of Ireland, the European Union (EU), the United Nations Development Programme (UNDP) to the Lao PDR, and the Mines Advisory Group (MAG).

In his address, the Deputy Minister highlighted the profound significance of ratifying the Convention and drew attention to the ongoing impact on the Lao people of over 80 million unexploded cluster submunitions that remain unexploded. These legacy munitions continue to pose a threat to lives and hinder socio-economic development across the nation. 

Over the past 16 years, the Lao PDR has made significant breakthroughs in UXO survey and clearance operations, freeing up land for agricultural production and essential infrastructure development.

Furthermore, the country has become a global leader in advancing Sustainable Development Goal (SDG) 18: "Lives Safe from UXO", embedding it as a national priority and providing a model for other affected nations.

The Lao PDR is also preparing to preside over the 3rd Review Conference of the Convention on Cluster Munitions (3RC CCM). This marks the second time the country has been entrusted by the international community to lead the process, following its hosting of the First Meeting of States Parties in Vientiane in 2010.

The upcoming conference is set to adopt the "Vientiane Capital Action Plan 2027–2031", which will serve as a global roadmap for the convention's implementation. 

As part of the anniversary event, results were announced for an art competition themed "Messages from the Past to the Future", held to mark Laos' presidency of the 3RC CCM. A total of 24 children and young people submitted artwork reflecting hope and gratitude towards these "pioneers of peace". The winners were awarded educational scholarships, and their works will be displayed at the 3RC CCM conference this coming September.

Additionally, interactive Q&A sessions were conducted by clearance organisations to enhance knowledge amongst youth and students regarding the CCM treaty and raise awareness about the lingering dangers of UXO.

The Convention on Cluster Munitions entered into force on August 1, 2010, marking a vital turning point in protecting civilians and mitigating the global threat of cluster munitions. For Laos, a nation severely impacted for decades, the treaty plays a pivotal role in securing a safe future aligned with SDG 18.

As the designated chair of the 3RC CCM, the Lao PDR stands ready to host the conference in Vientiane from 13 to 18 September 2026. This gathering represents a major milestone, building on the legacy of the inaugural 2010 meeting in Vientiane as the global community unites to chart future steps towards a world genuinely free from cluster munitions.

Selected artwork from the local competition will also feature alongside international exhibits during the September conference for delegates to view throughout the session.
