Over the five-year period of implementing the resolutions of the 11th National Party Congress, the Lao People’s Revolutionary Party has successfully led the national democratic revolution, safeguarded and strengthened the people’s democratic regime, and achieved significant accomplishments across multiple fields. These include steady economic development, strengthened national defense and security, progress in socio-cultural development, and expanded cooperation with friendly countries around the world—particularly those sharing common ideals—thereby enhancing the Lao PDR’s role and standing at both regional and international levels.

Throughout its revolutionary journey, the Party has consistently upheld Marxism–Leninism and Kaysone Phomvihane Thought as its guiding ideology, combining genuine patriotism with pure internationalism. It has remained steadfastly loyal to revolutionary ideals and to the fundamental interests of the multi-ethnic Lao people, while fostering national solidarity and unity, maintaining exemplary leadership, upholding political integrity and revolutionary morality, and earning the enduring trust of the people.

The Party Central Executive Committee has affirmed that the 12th National Congress of the Lao People’s Revolutionary Party is a congress of profound historical significance and a critical turning point in advancing the comprehensive renewal policy to a deeper and higher level under the Party’s leadership. The congress serves as an important opportunity to summarize experiences, draw lessons from practice, and mark a new political milestone aimed at further strengthening the Party’s leadership role in guiding the revolutionary cause, perfecting the people’s democratic regime, and steadily advancing toward socialism.

The Lao People’s Revolutionary Party has demonstrated itself to be a wise and far-sighted political vanguard, a loyal representative of the interests of the working class and patriotic laborers, and the core force of the political system of the people’s democratic regime. Under the Party’s leadership, the Lao PDR has enjoyed political stability, social peace, sustained economic, cultural, and social development, and steadily improving living standards for the multi-ethnic people.

The 12th National Congress of the Lao People’s Revolutionary Party calls upon all delegates to fully uphold their political responsibilities, remain determined, focused, and dedicated, and contribute their utmost efforts to ensuring the congress achieves all its objectives. It also calls for the congress’s resolutions and outcomes to be widely, deeply, and thoroughly disseminated at the grassroots level, enabling Party members and officials to correctly and uniformly understand and effectively implement them in their work and daily lives. This will help further strengthen political steadfastness, moral integrity, internal unity, organizational discipline, a spirit of sacrifice, and a clean lifestyle among Party members and officials, ensuring the successful fulfillment of assigned duties and responsibilities.
