Huaphan Governor Welcomes Vietnamese Consul General to Northern Laos

(KPL)  The Governor of Huaphan Province, Mr. Khamphèng Xaisomphèng, who is also a member of the Party Central Committee, welcomed Mr. Vũ Ngọc Lý, the newly appointed Vietnamese Consul General to Northern Laos, and his delegation at the Huaphan Provincial Administration Office on November 3, 2025.

The visit marked the Consul General’s assumption of office and served as an opportunity for both sides to review the longstanding cooperative relationship between Huaphan Province and the Vietnamese Consulate General.

Governor Khamphèng warmly welcomed the delegation and commended the Consul General’s visit as a reflection of the close ties and mutual understanding between Huaphan Province and the Vietnamese Consulate General and of the broader special Laos–Vietnam friendship and cooperation.

He briefed the delegation on the outcomes of the 11th Congress of the Huaphan Provincial Party Committee and outlined the province’s development priorities. Huaphan, which borders two Lao provinces (Xiengkhouang and Luang Prabang) and three Vietnamese provinces (Sơn La, Thanh Hóa, and Nghệ An), focuses its economic development on five key sectors: agriculture, livestock, tourism, electricity, and handicrafts. The province has maintained political stability, public order, and social harmony in recent years.

The Governor also praised Mr. Vũ Ngọc Lý and his team for their role in deepening cooperation, solidarity, and friendship between Laos and Vietnam. He expressed confidence that bilateral relations rooted in a history of special solidarity — would continue to grow stronger and more comprehensive.

According to Mr. Bounlouay Soutthivong, Head of the Huaphan Provincial Department of Foreign Affairs, Huaphan has signed several Memorandums of Understanding (MoUs) with Vietnamese provinces in recent years:

Thanh Hóa (2021–2025), Sơn La (2024–2026), Bắc Ninh (2022–2025), Quảng Ninh (2022–2026), Ho Chi Minh City (2023–2025).

In 2025, Vietnam granted 244 scholarships for human resource development to Huaphan Province. Currently, 3,903 Vietnamese nationals (including 1,027 women) reside in the province, and 133 Vietnamese-owned businesses are operating there.
