(KPL) The launch ceremony for the Online Licensing System Database for Digital Technology Work took place on October 6, 2025, at the Lao Digital Park in Vientiane.
The event was attended by Mr. Santisouk Simmalavong, Vice Minister of Technology and Communications, along with senior officials and representatives from related sectors.
During the ceremony, Mr. Pasitdet Louangvilay, Deputy Head of the Digital Technology Department under the Ministry of Technology and Communications, highlighted that the department’s previous work in managing digital technology businesses and electronic transactions faced many challenges and limitations. Traditional tools such as paper records, notebooks, and Microsoft Excel were used for registration and data recording, leading to risks of data loss and difficulty in tracking documents or generating reports.
Moreover, the previous licensing process required in-person applications, making it slow and outdated.
To address these issues and modernize the system, the Digital Technology Department, in cooperation with Saysith IT Consulting Sole Co., Ltd., developed an Online Licensing System for the technology and communications sector. The initiative aims to enhance efficiency, speed, and transparency while supporting the government’s National Digital Economy Vision, Strategy, and Development Plan, which was endorsed by the National Assembly.
The development and deployment of the Online Licensing System Database for Digital Technology Work are divided into two phases. The first phase—development of the Digital Business License (DBL) system—has been successfully completed.
Moving forward, the department will continue collaborating closely with other ministries, organizations, and provincial Technology and Communications divisions nationwide to ensure the comprehensive adoption of the system.
