During the 9th Ordinary Session of the 9th Legislature of the National Assembly, held on June 11, 2025, under the chairmanship of Mr. Sommat Phonsena, Vice President of the National Assembly, members reviewed and discussed the draft of the 10th Five-Year National Socio-Economic Development Plan (2026–2030).

(KPL) During the 9th Ordinary Session of the 9th Legislature of the National Assembly, held on June 11, 2025, under the chairmanship of Mr. Sommat Phonsena, Vice President of the National Assembly, members reviewed and discussed the draft of the 10th Five-Year National Socio-Economic Development Plan (2026–2030).
Mr. Phet Phomphiphak, Minister of Planning and Investment, presented the draft on behalf of the committee responsible for its preparation. He called on all National Assembly members to provide their comments and suggestions. The overall structure and content of the plan received unanimous support.
According to Minister Phet, the 10th Five-Year Plan is a critical roadmap for continuing the implementation of Laos’ development vision to 2030. It supports the country’s strategy to graduate from Least Developed Country (LDC) status by 2026 and advance toward sustainable, green growth. The plan also aligns with the Sustainable Development Goals (SDGs), the Lao PDR’s Green Growth Strategy, and other long-term national strategies including Vision 2045 and the Socio-Economic Development Strategy to 2035.
In particular, the plan is designed to help address ongoing economic and financial challenges. It emphasizes the implementation of Resolution 04 on building an independent and self-reliant economy, as well as the resolutions from the 12th National Congress of the Lao People's Revolutionary Party. The overarching goal is to lay a solid foundation for economic transformation, enabling Laos to progress toward becoming an upper-middle-income country through a wise, green, and sustainable development path.
The plan also identifies key opportunities, challenges, and areas of potential in the national development landscape. Its guiding motto is: “Proactively build an independent and self-reliant economy, effectively use all potential, and develop the economy and society in a green and sustainable direction.”
The 10th Five-Year National Socio-Economic Development Plan sets out six major goals:
1. Build an independent and self-reliant economy by maximizing national potential to achieve stable, high-quality, and sustainable growth.
2. Develop high-quality human resources equipped with the skills and knowledge to use modern technology effectively.
3. Improve living standards by promoting balanced development between urban and rural areas and steadily reducing poverty.
4. Ensure sustainable natural resource management and environmental protection, while enhancing resilience to climate change and natural disasters.
5. Strengthen regional and international integration through broad and effective connectivity.
6. Improve public administration and maintain political stability, peace, order, justice, and a civilized society.
The National Assembly’s review of this strategic plan marks a pivotal moment for Laos as it charts its course for the next five years, aiming to transform challenges into development opportunities for long-term national prosperity.
