KPL The 8th Ordinary Session of the 9th Legislature of the National Assembly (NA) concluded successfully on Dec 12 after nearly a month of deliberations beginning on November 18.

(KPL) The 8th Ordinary Session of the 9th Legislature of the National Assembly (NA) concluded successfully on Dec 12 after nearly a month of deliberations beginning on November 18.

The session was presided over by Mr. Xaysomphone Phomvihane, President of the National Assembly, and attended by Party Secretary General and President Thongloun Sisoulith, Prime Minister Sonexay Siphandone, high-ranking officials, National Assembly members, and former senior leaders.

In his closing remarks, Mr. Xaysomphone Phomvihane praised the assembly for effectively translating the resolutions of the 11th Party Congress into actionable directives for state organizations. The session passed 23 resolutions aimed at bolstering political stability, maintaining social order, fostering economic growth, and promoting inclusive development across ethnic communities.

The meeting approved reports on the implementation of the 2024 economic-social development plan, state budget, monetary policy, and the 2025 action plan. Discussions also covered adjustments to the 2024 state budget, with the assembly acknowledging a 4.6% economic growth rate and improvements in provincial revenue collection.

The 2025 state investment and budget allocation plans were finalized under the guidance of the Central Party and submitted for approval. Recommendations included enhanced revenue collection, particularly from natural resources, and restructuring public debt to strengthen financial stability.

The session urged the government to address inflation, stabilize exchange rates, and regulate commodity prices. It also called for increased state investment in cultural and social sectors, with an emphasis on workforce development, healthcare improvements, and expanded social security coverage.

To boost tourism and generate national income, the assembly emphasized the importance of upgrading infrastructure, including roads and facilities in key tourist destinations.

The assembly approved vision 2040 and the 2030 strategic plan for agricultural land management, highlighting the need for clear production zone demarcation, adherence to legal guidelines for land use, and stringent measures against forest encroachment. Capacity building in soil research and agricultural development was also recommended.

Nine legal instruments were approved, including two new laws on housing and workforce development and amendments to seven existing laws to align with evolving national priorities.

The State Audit Organization presented reports on state budget implementation, noting progress and challenges. It provided recommendations for improving governance and enhancing financial transparency.

The session reaffirmed the National Assembly’s dedication to sustainable and inclusive national development. It concluded with a call for continued collaboration among government bodies, the private sector, and communities to achieve shared goals.

The successful conclusion of the 8th Ordinary Session marks another step forward in realizing the country’s socio-economic ambitions.
